0:30 This is the organizational school board meeting of November 16th,
0:34 2021. It is my privilege as Superintendent to chair the school
0:40 board meeting until such time as a chair is elected for the
0:44 upcoming year. Pam, roll call please.
0:48 Mrs. Belford.
0:50 Present.
0:52 Ms. McDougall.
0:53 Present.
0:54 Mrs. Jenkins.
0:55 Present.
0:56 Mr. Susan.
0:57 Present.
0:58 At this time we will hold a moment of silence, reflection, and
1:16 invite you to join us.
1:24 Thank you.
1:25 If you would please stand and join me in the Pledge of Allegiance.
1:29 I pledge allegiance to the flag of the United States of America,
1:36 and to the republic for which it stands, one nation under God,
1:43 indivisible, with liberty and justice for all.
1:51 All right. That brings us to the organization of the board.
1:55 First, we will need to elect a chair for this coming year, at
1:59 which time the person elected will assume the responsibility as
2:03 board chair and will do some musical chairs.
2:07 The board will then elect other officers and appoint individuals
2:10 to committees where board representation is required or expected
2:15 in various organizations across the county and in the state.
2:19 Before we begin, I’ve asked Mr. Gibbs, general counsel, to
2:22 explain the process we’ll be proceeding with.
2:25 Mr. Gibbs.
2:26 Good evening.
2:27 Board members, we follow Robert’s Rules of Order, and pursuant
2:29 to Robert’s Rules of Order for the election of the chair of the
2:32 board, the presiding officer will be the superintendent who will
2:35 call for nominations.
2:37 Any board member who wishes to make a nomination should call out.
2:41 The first person to call out will be number one to make a
2:44 nomination.
2:45 I will assist the superintendent in determining who is the first
2:49 nominator.
2:50 The superintendent will then call for the nomination by that
2:53 person and go down to the second, then the third.
2:56 We’ll go back to the first person, the first nomination, and
3:01 vote on that nominee.
3:03 The nominee that gets the majority vote, three votes, will be
3:06 the chair.
3:07 If that person is the first nominee, that will end the process.
3:11 If the first nominee does not get three votes, we will go to the
3:14 second and so forth.
3:16 The nominations do not need to be seconded under Robert’s Rules.
3:20 I would be happy to answer any questions before we get started.
3:28 All right.
3:29 Again, Mr. Gibbs will observe and inform me which board member
3:32 makes the first nomination, as I may have trouble distinguishing
3:37 simultaneous voices.
3:40 The floor is now open to nominations for chair.
3:43 I have a nomination.
3:49 I would love to nominate Ms. Belford again as an acknowledgement
3:55 for what probably has been the most difficult year to navigate
4:01 and temperatures to navigate and challenges not only for our
4:06 students and staff, but our community.
4:11 So this nomination is just an acknowledgement of her effort and
4:19 her expertise and her commitment to this school board.
4:27 Any additional nominees?
4:29 The floor is open.
4:36 There’s no other nominations. I’ll ask if there is a motion for
4:40 nominations to be closed.
4:42 I move to close the nominations.
4:47 Is there a second?
4:48 Second.
4:50 Motion made by Ms. McDougall and seconded by Ms. Jenkins.
5:00 All right. Just checking my notes to make sure I do this in the
5:09 correct order.
5:09 All right.
5:10 We will proceed to a vote for the nomination of Ms. Belford for
5:19 chair.
5:21 There was a motion.
5:22 There was a second.
5:23 All in favor of closing the nominations, say aye.
5:26 Opposed?
5:30 I believe it was 5-0.
5:37 The vote to close nominations was 5-0.
5:40 Mr. Gibbs, we now move to the vote of the nomination.
5:50 All members of the board in support of Ms. Belford’s nomination
5:53 as chair of the board please indicate by saying aye.
5:57 Aye.
5:59 Any opposed?
6:00 Nay.
6:04 Pam, I heard a vote of 4-1 in favor of Ms. Belford as chair.
6:17 This time I will call a short recess to have the technology
6:19 reconfigured to accommodate the needs of the new chair.
6:24 I will take the recess now.

46:27 of people I want to speak coming from a parent who had six
46:30 children go through
46:31 a upper upper level sports facilities I want to speak about Rockledge
46:36 High
46:37 School I came here to actually do that because watching track
46:40 and field for
46:41 years now I admire their programs so much they don’t have any
46:45 facilities they
46:46 have to practice as far as I know still at the era my kids were
46:49 all I want to
46:50 say track stars but a couple of them were actual track stars and
46:54 when I watch
46:54 Rockledge performing at the level they were performing if they
46:57 have the
46:57 facilities that satellite had I put them at natural national
47:01 champions and this
47:02 is a good way to get the kids to get to school the college so
47:05 the fastest way to
47:06 be equal to kids and quickly is if there’s sports and it’s the
47:11 most way
47:11 that’s not debated about everybody likes sports and the track
47:15 and field team
47:16 there deserves it so does their long-distance running and the
47:20 football
47:21 field would benefit too because it would involve fixing the
47:24 track the football
47:25 field that would bring lacrosse soccer women’s events and they
47:29 don’t have the
47:29 things satellite has and I’d like to have all schools equal in
47:32 their sports
47:33 and that’s what I wanted to say but I was just kind of upset
47:36 about that whole
47:36 chairman thing congratulations so to you thank you thanks mr.
47:40 Colby all right as
47:42 Diana is approaching Diana speaking on board policy zero one six
47:46 nine point one
47:47 as she’s approaching the next three speakers will be Sofia
47:51 Patterson although
47:53 Sofia if you would be prepared I’m gonna need clarification on
47:55 your topic it
47:56 doesn’t appear to be an agenda item so I’ll ask that when you
47:59 come up okay and
48:01 then Sarah Murphy and Julia Anton so Diana on zero one six nine
48:06 point one can
48:07 you remind me what that is remind you what what is zero point
48:11 six one I’m very
48:13 confused I’m kind of upset this is called public comment your
48:17 rules to make
48:18 them agenda items really disturbs me because so I’m gonna
48:22 interrupt you I’m
48:23 gonna interrupt you for one second okay just because we need to
48:26 follow process
48:26 so the note that I have here is that you are speaking on our
48:29 board policy zero one
48:31 six nine point one public participation is that your in your
48:34 intent to address
48:35 yeah okay participation that’s what I’m discussing right now
48:39 okay I just didn’t
48:40 I hadn’t started your class because I wasn’t sure if you were
48:43 waiting on
48:43 clarification now I’m at zero one point six nine was I think I
48:46 also added about
48:47 the board nomination I’m not on this one but I’ll go ahead and
48:53 start your clock
48:53 and you can address your concerns okay yes and like I started
48:56 out saying that
48:57 public comment is just that comments from the public you are
49:01 restraining us
49:02 by dividing it off into agenda items only we are here to speak
49:07 to you as the
49:07 taxpayers and parents and the public and we should be able to
49:11 speak about
49:12 whatever it is you we want to speak or we have issue with you
49:15 also mentioned
49:17 not agenda items at the end of the meeting I’d like to know what
49:21 is the
49:21 purpose and point of that because is it public comment then is
49:26 it still on
49:27 camera can the public still view complaints accolades issues
49:33 that the
49:34 public has these are good questions and concerns I have about
49:37 this entire public
49:39 comment and I didn’t get a chance to find out whether or not you
49:42 passed the
49:43 new one-minute rule which you might as well that was really
49:47 great I mean I
49:48 don’t know anybody that can make a clear thought in a minute or
49:50 less that has any
49:51 validity but I’m going to come back and I’m going to come back
49:54 under the non
49:55 agenda items to speak about cameras in the schools usage of cell
49:59 phones up on
50:00 the dais and lawsuits that taxpayers are paying for that’s it
50:06 thank you thank you
50:06 so much all right Sophia Patterson
50:13 can you clarify for me the note I have is here is oath of office
50:17 which doesn’t
50:18 seem to be an agenda item is that what you’re speaking on this
50:21 evening that
50:22 isn’t part of it as well as Florida statute one zero zero one
50:25 point four two
50:26 which was mentioned on the agenda so I don’t think we have an
50:30 agenda item for
50:32 Florida statute I wasn’t made clear it does list that it is on
50:37 the agenda and I
50:38 did click into it and that is what you have for one zero zero
50:41 one point four
50:42 two okay so what I’m going to do is I’m going to we don’t have a
50:47 very long
50:47 agenda but I’m going to go ahead and put you into the non agenda
50:52 pile not that I
50:54 would have three minutes to speak it does indicate that that is
50:57 an agenda
50:57 item and I’m not sure that it had to be distinguished as such
51:02 but when you look
51:03 at the agenda for this evening that is included as an agenda so
51:07 we ma’am we
51:08 don’t vote on statute so that’s not an issue that the board
51:11 would be voting on
51:12 we’ll be happy to hear you and the non agenda speakers okay how
51:15 is it not an
51:15 agenda item when it’s listed as an agenda for today if you’d
51:18 like to take a
51:19 seat I’ll have I’ll be happy to speak with you after the meeting
51:21 about the
51:21 specifics of it or have our attorney do it okay and I’ll call
51:24 you back up with
51:25 the non agenda speakers already listed for non agenda items I
51:28 don’t understand
51:29 how you can have language phrased in that manner indicating that
51:32 section one
51:33 zero one point four two is listed as an agenda item this is this
51:37 is not an
51:38 appropriate time for this discussion so I’m gonna ask you to
51:40 step back so we can
51:41 finish the rest of the public comment and then I’ll bring you up
51:44 for the non
51:45 agenda item okay all right Sarah mercy speaking on item f
51:55 project management it
51:56 looks like
52:02 good evening madam chair and board my name is Sarah mercy and I’m
52:06 a mother
52:07 wife student stakeholder registered voter constituent in
52:11 district 2 and I
52:12 have two children in the Brevard public school system I hope
52:16 that the board has
52:17 a wonderful Thanksgiving a Merry Christmas and a Happy New Year
52:20 as I will
52:20 not be meeting I will not be at the meeting on December 14th as
52:23 I’ll be
52:24 graduating college that day I wanted to clarify my support for
52:28 teachers and BPS
52:29 staff having Thanksgiving week off I fully support teachers and
52:33 staff getting
52:34 much-needed time off I just wish the board would have listened
52:37 to us about
52:38 how hurtful policies put a lot of stress and unnecessary work on
52:41 our teachers
52:42 and staff including but not limited to the illegal mask mandate
52:46 I want to
52:47 especially thank the board for quickly responding to the repair
52:51 issues at
52:52 endeavor elementary this is a health and safety issue and I’m
52:55 glad that the BPS
52:56 board is very concerned with this as well as the achievement gap
53:01 which we
53:02 will continue to follow up on now I want to address
53:06 inappropriate books being
53:07 taken out of full district libraries so Sarah I have I’m gonna
53:11 stop your clock
53:12 thank you I have your topic as construction F so I’m gonna ask
53:17 you to
53:18 stick to that that topic okay I would address that and so I just
53:23 would like to
53:23 finish the rest of as long as you keep it on agenda item
53:27 absolutely okay if not
53:32 then I’ll bring you back in the non-agenda item and you can
53:34 speak to the
53:34 off agenda items I have no problem with okay and then how much
53:38 time will I have
53:38 you’ll have one minute on the non agenda okay well I’d like to
53:45 bring up the
53:45 agenda item of public participation and my point on that is that
53:53 other school
53:54 districts give three minutes and they have all their speakers
53:57 all at one time
53:58 and in fact if you’re a representative like the head of the
54:02 teachers union the
54:03 head of moms for liberty Florida freedom keepers get actually
54:06 six minutes to
54:07 speak thank you and go ahead and put me for the one minute thank
54:10 you thanks
54:11 Sarah Wyatt stumble oh sorry Julia Anton and I
54:17 have you speaking on policy to five two zero two zero curriculum
54:22 adoption
54:27 the newest FAF organizations that are storming board meetings is
54:30 to claim that
54:31 if we teach history truthfully that there’s only one possible
54:34 result and
54:34 that is that all school children will learn to hate all white
54:37 people I’m
54:38 calling Huey on that I learned about the Holocaust without
54:41 learning to hate
54:42 Germans I learned about the evils of slavery without learning to
54:45 hate white
54:45 people I witnessed 1964 the schoolhouse doorstand I witnessed
54:52 being chased
54:52 around the schoolyard because my parents didn’t vote for George
54:55 Wallace I didn’t
54:57 learn to hate all white people we can teach history and we can
55:01 teach it
55:02 truthfully without - suddenly everybody hates everyone white so
55:07 why am I here
55:08 I’m here to say that when that fake outrage inevitably presents
55:13 itself in
55:14 these school board meetings and they start giving you all that
55:17 Huey respond
55:19 to it miss Anton I’m gonna interrupt you for a moment just ask
55:23 you to speak to
55:24 the agenda item okay not to not to comments from others but
55:28 specifically to
55:28 the curriculum adoption please that’s fine they appear and say
55:34 we want to
55:35 adopt specific criteria specific curriculum or to get rid of
55:40 specific
55:40 curriculum on the belief that you can’t have certain curriculum
55:45 without making
55:46 all white everybody hate all white people and I’m saying when
55:51 that
55:51 manifests itself don’t listen to it because it’s
55:57 thank you ma’am
56:00 okay that is going to move us into the consent agenda dr. moment
56:08 madam chair and
56:10 board members there are 33 agenda items under this category I’m
56:15 sorry does any
56:15 board member wish to pull any item from the consent agenda
56:19 during none I’ll entertain a motion to approve the consent
56:21 agenda as presented
56:22 move to approve second move by mr. Susan seconded by miss
56:26 Campbell is there any
56:26 discussion hearing none please vote

58:08 what are the wishes of the board if I miss Campbell seconded by
58:13 mr. Susan is
58:14 there any discussion very none please vote
58:44 you
58:55 the motion passes 5-0 dr. Mullen item g49 is to approve the
59:00 naming of the
59:01 viera high school media center to the dr. David J Mumford media
59:13 center I would
59:24 just say that reading through the letters in support of the
59:28 naming after
59:28 dr. Mumford it was it was a wonderful thing to see how
59:35 this school in particular wants to honor his name and his memory
59:39 by naming the
59:40 building after him so it gets off the air hi all right
59:58 the motion passes by dr. Mullen item g50 is to approve the
1:00:04 renewal of the
1:00:05 imaginal Charter contract
1:00:28 you
1:00:41 the motion passes 5-0 come on item g51 is to approve the renewal
1:00:48 of the pineapple
1:00:48 pineapple Cove classical Academy West Melbourne Charter contract
1:00:56 second move by miss Jenkins seconded by miss Campbell’s or any
1:00:59 discussion
1:01:26 you
1:01:38 the motion passes 5-0 dr. Mullen and item g52 is to authorize
1:01:44 the
1:01:44 superintendent to advertise for a public hearing to approve the
1:01:48 Charter contract
1:01:48 for Florida high school for accelerated learning Brevard County
1:01:52 to be held on
1:01:52 December 14 2021
1:02:22 all right the motion passes 5-0 all right that brings us to the
1:02:42 information
1:02:43 agenda the information agenda includes items for board review
1:02:45 and we brought
1:02:46 back fraction at a subsequent meeting no action will be taken on
1:02:49 these items
1:02:49 tonight dr. Mullen there are nine agenda items under the
1:02:53 information category
1:03:05 all right does anyone have anything else they want to report
1:03:10 mr. Susan you would have to have a discussion item added on
1:03:13 athletic ester
1:03:14 yeah so thank you madam chair for giving me the opportunity to
1:03:19 speak we had a
1:03:21 meeting last week where the ESSER funds were discussed in
1:03:24 dealing with many of
1:03:26 the positive things that we can bring back to our districts to
1:03:29 include the
1:03:30 mental health and a lot of the positive gaps that we’ve created
1:03:33 because of COVID
1:03:34 one of the areas that I felt very strongly about and spoke about
1:03:37 was the
1:03:38 athletic programs and facilities and stuff like that that we
1:03:41 currently have
1:03:41 so right after the meeting I engaged with staff and said hey
1:03:44 what’s the plan
1:03:45 moving forward we’ve got a lot of meat out there and to my my
1:03:49 like extreme
1:03:51 excitement about it they had an amazing plan and I just kind of
1:03:55 wanted to go
1:03:55 through that so that the individuals that saw the exchange last
1:03:59 week would
1:03:59 understand that there’s a plan moving forward and a lot of our
1:04:02 athletic
1:04:03 directors would have a direction on what they were going to be
1:04:06 looking at and
1:04:06 stuff like that so many individuals that are out there right now
1:04:10 may or may not
1:04:11 know that the facilities across the county are looking there’s
1:04:15 need in
1:04:15 multiple layers right so our school district started in an area
1:04:18 that I’m
1:04:19 going to ask dr. Mullins to talk about where they started
1:04:21 upgrading whether
1:04:21 that was tracks and other things but there’s other things there’s
1:04:24 Rockledge
1:04:24 high school that has a football field that’s not on their field
1:04:28 right so
1:04:28 they’re incurred costs from transporting their band and
1:04:30 everybody else that’s
1:04:31 going over there there’s West Shore West Shore West Shore junior
1:04:37 senior high
1:04:37 school has a locker room that rivals a horror film right there’s
1:04:41 a lot of
1:04:41 different things so galley’s gym and there’s carpet still
1:04:44 hanging from the
1:04:45 gym and it’s nobody’s fault it’s not like there’s it just hasn’t
1:04:48 been an
1:04:48 opportunity for us to go out and find those things we needed
1:04:51 athletic
1:04:51 trainers and all of our schools our weight rooms were falling
1:04:53 apart safety
1:04:54 issues there was netting that wasn’t holding back softballs and
1:04:57 baseballs
1:04:58 were flying into the crowds I mean there was just stuff that we
1:05:00 needed to do and
1:05:01 it’s nobody’s fault that it wasn’t but because ESSER was and
1:05:04 because COVID came
1:05:05 all of the opportunities that we had to fundraise were gone we
1:05:09 missed our home
1:05:10 comings we missed our proms that gave us the opportunity we
1:05:12 missed a lot of the
1:05:13 football games that drew the large crowds we missed all of those
1:05:17 things and
1:05:17 that’s what this money was for so I asked I said hey here’s some
1:05:21 of the
1:05:21 biggest concerns I have that I’ve heard before and I’d like to
1:05:24 move forward and
1:05:24 Miss Moore came out and said she’s working on and has had them
1:05:29 agreed to an
1:05:30 athletic trainer in every single school in the entire County
1:05:34 that’s huge I will
1:05:35 tell you as a former coach that sat back and we would go to
1:05:39 schools where we
1:05:41 would have an athletic trainer and the guys across the way didn’t
1:05:43 have them so
1:05:44 our athletic trainer was running back and forth across the field
1:05:47 and some days
1:05:47 there wasn’t an athletic trainer on either side and you have
1:05:50 coaches trying
1:05:51 to make protocol decisions on concussions and stuff like that
1:05:54 and in
1:05:55 some cases you have good coaches to do that in some cases they
1:05:57 just don’t know
1:05:58 Sebastian River lost a kid because they made a decision that
1:06:01 they didn’t have
1:06:01 athletic trainers it was a situation so it’s huge and I want to
1:06:04 say thank you
1:06:05 to Miss Moore I talked to Suhan and our facilities director and
1:06:09 she said that
1:06:10 they knew about the netting on the fields and they’re already
1:06:14 moving
1:06:14 forward with that so they’re already putting together a plan to
1:06:17 take care of
1:06:17 that as they’re starting to do a lot of the drainage issues and
1:06:20 stuff like that
1:06:20 at each one of the schools and then there’s some of the other
1:06:25 issues like I
1:06:25 started hearing like Palm Bay has they can’t Palm Bay High
1:06:29 School can’t even
1:06:30 host a local like their own me because they don’t have a long
1:06:35 jump pit so like
1:06:37 these are all things that need to happen but there’s when I came
1:06:40 to the table I
1:06:41 said I want to wait rooms to be fixed throughout the entire
1:06:44 county because I
1:06:44 heard about what happened at cocoa right but the problem is that
1:06:47 some schools
1:06:47 they don’t get a new way some schools need a new locker some
1:06:51 schools need a
1:06:51 jump pit some schools need this some schools need a
1:06:54 transportation to the
1:06:55 other ones are just it’s everywhere right so it’s soon took that
1:06:58 stepped up
1:06:59 and said here’s what we’ll do we’re gonna create a master
1:07:02 athletics plan
1:07:03 that identifies the need of each one of the schools and then
1:07:06 takes that need and
1:07:08 identifies it from first to 15 or whatever it is and then what
1:07:12 we’re gonna
1:07:12 do is put it all on a schedule because if we just don’t do that
1:07:15 and we just
1:07:16 come forward with like the squeaky wheel gets the grease then
1:07:19 what ends up
1:07:19 happening is is we just take care of this over here over here
1:07:21 and things like
1:07:23 locker rooms and stuff may not get done so I’m looking forward
1:07:27 to that I I’m
1:07:29 just so excited that we have a plan moving forward because we
1:07:32 did you want
1:07:33 to talk about some of the stuff we did before this tracks and
1:07:36 stuff yes to that
1:07:38 point you know Brevard can we the board public schools went
1:07:42 through what I would
1:07:43 call an athletic facilities renewal drought during those several
1:07:49 years when
1:07:50 we didn’t have capital funding to renew our facilities at the
1:07:54 level any one of
1:07:55 us would be satisfied with when we had our community generously
1:07:59 approve the
1:08:00 first sales surtax as much as we would have liked to prioritize
1:08:04 our athletic
1:08:06 fields and in facilities and that proposal we had to prioritize
1:08:11 HVAC we
1:08:11 had to prioritize failing systems and infrastructure for our
1:08:17 schools and
1:08:18 fortunately our community again rallied and responded with
1:08:22 enormous support for
1:08:24 the renewal of this second sales surtax which then was able to
1:08:29 include having
1:08:30 taken care of some of those dire infrastructure needs in the
1:08:34 first sales
1:08:35 tax round put addressing some of our athletic facilities a large
1:08:43 priority
1:08:44 right now is our tracks across the district and I think if I
1:08:48 remember
1:08:49 correctly we I think we just approved Rockledge High School’s
1:08:53 track
1:08:53 resurfacing which includes a rubberized surface and that will
1:08:58 then transfer and
1:08:59 translate across other schools over the life of the surtax I
1:09:03 think upwards of
1:09:04 1.5 million dollar investment in our athletic facilities but on
1:09:08 top of that
1:09:10 because we’re also seeing the favorable property tax return our
1:09:16 capital budget
1:09:18 which is separate from surtax as the board knows has grown some
1:09:22 and we’ve
1:09:22 been able to set aside and the board has prioritized funds for
1:09:27 athletic facility
1:09:28 renewal and that’s where funds for the baseball field netting
1:09:34 came in this is
1:09:35 all possible dr. ramjet our assistant director of student
1:09:40 activities and
1:09:41 athletics has been compiling that needs assessment of our
1:09:44 facility our athletic
1:09:46 fields and facilities and that’s what’s allowing our facilities
1:09:50 team to begin
1:09:51 prioritizing what are those facilities that need to be addressed
1:09:54 first and so
1:09:55 on we have built into the ESSER three grant proposal capital
1:10:02 investment for
1:10:03 athletics as the board knows we’re moving forward to introducing
1:10:08 or making
1:10:09 available the opportunity for competitive cheerleading next
1:10:12 school
1:10:12 year it will require capital investment primarily mats which we
1:10:17 are going to be
1:10:18 able to fund through ESSER as well as we’re going to be
1:10:23 acknowledging the the
1:10:25 the need of our staff to take on the responsibility of coaching
1:10:29 and we love
1:10:30 our community coaches we love our school based coaches and the
1:10:35 additional support
1:10:36 that they can provide our students on the field in the in the
1:10:40 gymnasium and so
1:10:41 on so we have included in our ESSER proposals the board recalls
1:10:45 a
1:10:45 significant supplement increase for all extracurricular
1:10:51 supplements for our
1:10:52 teachers and community coaches across the district so I commend
1:10:56 this board for
1:10:58 recognizing we need to prio we’ve needed to prioritize and
1:11:02 elevate our investment
1:11:03 both capital and in human capital of our athletic programs
1:11:07 coaches as well as our
1:11:09 facilities I think we are making great strides in that direction
1:11:13 and the work
1:11:14 that mr. or excuse me dr. ramjet is doing to continue the needs
1:11:17 assessment
1:11:18 is going to make us better and every year we can sustain that
1:11:23 renewal through
1:11:24 our capital budget as it continues to grow and as the sales surtax
1:11:29 has helped
1:11:30 us kind of accelerate the process as well so I good news all the
1:11:34 way around
1:11:35 I’m just so happy that dr. Mullins you know thank you so much
1:11:39 for the direction
1:11:40 on doing that also he saw that the need for that was needed to
1:11:44 be increased so
1:11:44 since the last time we spoke last week he found an opportunity
1:11:47 to increase that
1:11:48 ESSER $250,000 facility also some of the things to put on our
1:11:53 radar okay is that
1:11:54 our swimming pools are like Somali warlord zones for coaches to
1:12:00 fight over
1:12:01 right and we have an MLA with the county that we need to go work
1:12:06 with because our
1:12:08 schools are having difficulty inside of the you know swim
1:12:12 swimming times and
1:12:14 everything else and the guys that have the actual schools where
1:12:17 we have swimming
1:12:17 pools are having to share the time so we need to figure out a
1:12:21 solution wrapped
1:12:21 around how that can work with the facilities around the entire
1:12:26 county and
1:12:26 if that’s the county bending on their MOA or us or however that
1:12:30 works I’m gonna
1:12:30 do that the other thing to keep in mind we send almost six to
1:12:35 eight kids every
1:12:37 year for beach volleyball the national scholarships division one
1:12:44 UCLA and
1:12:45 everything else and right now we could do well with adding a
1:12:49 couple of beach
1:12:49 volleyball or at least one in the district that we can have
1:12:53 there’s six
1:12:54 club teams they compete they do stuff but it’d be nice to bring
1:12:57 them on
1:12:58 officially because we already have the infrastructure we’re
1:13:01 already sending
1:13:02 kids and it would be nice to have something and those are just
1:13:05 two things
1:13:06 to put on your guys’s radar as we move through but so here’s the
1:13:09 plan so we
1:13:09 have three buckets we have ESSER which is coming out ESSER three
1:13:13 we have the
1:13:14 facilities operate we have the facilities capital outlay and
1:13:19 then we
1:13:19 have the operating budget from those three buckets depending on
1:13:22 what it is
1:13:22 that is needed we’d be able to fund some of these in an orderly
1:13:26 fashion after
1:13:27 being identified by each school and the reason for that is that
1:13:31 the ESSER funds
1:13:32 that come out are narrowly focused on the on the quoting because
1:13:36 they’re
1:13:36 federally funded and so what ends up happening is is the quoting
1:13:40 for the
1:13:40 material equipment and everything else has to go through a
1:13:42 different process so
1:13:43 sometimes our capital outlay we can get those funds to be paid
1:13:46 for for things
1:13:47 that we may not need to take that much longer so I just wanted
1:13:49 to say thank you
1:13:50 to everybody for it I wanted to say thank you for for dr. Mullins
1:13:53 for putting
1:13:54 a scope on athletics like you have and I look forward to those
1:13:58 needs assessment
1:13:59 and getting them taken care of that’s it thank you
1:14:02 Thank You mr. Susan one thing that I’ll point out is part of the
1:14:06 reason that we
1:14:06 are fighting over pools the way that we are is because the
1:14:08 majority of our polls
1:14:09 don’t have lighting and so we are currently in the process of
1:14:13 putting
1:14:13 lighting into the pools which I think is going to alleviate some
1:14:16 of that stress
1:14:17 because it’ll expand our swimmable hours excuse me that was
1:14:22 something that we
1:14:23 went through with Titusville High School working I was working
1:14:25 with Renee
1:14:26 Placencia we were trying to get funding to do the lighting at
1:14:29 the pool because
1:14:30 it opens up to so many other options from you know early morning
1:14:33 late night
1:14:33 but you have to have a certain amount of light in the pool to do
1:14:36 it so but we
1:14:38 actually just approved I want to say like a what a month or a
1:14:43 month and a
1:14:43 half ago something like that we actually approved the only
1:14:47 reason I’m looking
1:14:49 that way is because Sue is sneaking and she’ll remember better
1:14:52 than I do when
1:14:52 when did we approve pool lighting
1:14:59 lighting was approved several months ago it is under contract
1:15:03 and under
1:15:04 construction we’re just waiting for the equipment to come in
1:15:06 yeah so that is
1:15:08 phenomenal news for our swimmers because it will expand
1:15:10 significantly the amount
1:15:12 of time that we can have them in the pools so you know in that
1:15:16 vein I don’t
1:15:17 know I make it I make it stink I from miss hand but I’ll lob out
1:15:21 there because
1:15:22 it’s really I want to echo our interest in support of a
1:15:27 community partner
1:15:28 community investor expressing an interest in actually
1:15:32 constructing a pool
1:15:33 at Space Coast junior senior high school the interest came to us
1:15:38 with a very
1:15:40 intriguing proposal and we were very receptive and we’re happy
1:15:45 to continue to
1:15:46 walk that out and seek that as an option which would add not
1:15:49 only a pool for the
1:15:51 school’s utilization but also as a community resource so I don’t
1:15:55 remember
1:15:56 who it is out there who said that we’re still interested let’s
1:15:59 let’s keep
1:15:59 talking so we’re you know we will leverage that opportunity if
1:16:04 it
1:16:05 continues to be a possibility so on the topic of pools I know mr.
1:16:15 Susan you
1:16:15 mentioned County pools but I know some of the pools are actually
1:16:18 like the one
1:16:19 in that Palm Bay aquatics and are actually zoned by the city and
1:16:22 they were
1:16:23 closed for a good bit of time and that really put a hurt on some
1:16:27 of our
1:16:27 programs because they in the south because it couldn’t use that
1:16:30 it’s been
1:16:30 reopened we still we have teams practicing there again correct I’m
1:16:37 not
1:16:37 sure but that seems likely I just don’t know okay
1:16:42 never I was going with it well see that to that point we have so
1:16:46 many like we
1:16:47 our coaches are trying to make so many ends meet out there and
1:16:50 we could do well
1:16:52 with not only this push financially with a overall plan but
1:16:55 reaching out to like
1:16:57 Palm Bay and saying hey why don’t you open it up or Melbourne
1:16:59 over there I
1:17:00 know right where it is or all the different facilities sure
1:17:03 would you know
1:17:04 off of the post Avenue like let’s let’s help them get there you
1:17:08 know so that’s
1:17:09 all I’m just really excited thank you that’s it want to give a
1:17:12 shout out
1:17:21 okay just very briefly there was there had been some concern
1:17:25 from community
1:17:26 member at least one that with the COVID vaccine coming out for
1:17:31 the younger
1:17:32 children and some other counties organizing shot clinics in
1:17:37 their schools
1:17:38 that we would do that in the request that we would not it wasn’t
1:17:40 really a
1:17:41 policy decision but I’d have that conversation with dr. Mullins
1:17:43 today and
1:17:44 just want to give him the opportunity because we talked about
1:17:46 that’s we’re not
1:17:47 interested in that at all we don’t have any plans to host shots
1:17:51 our community
1:17:52 certainly has plenty of opportunities and locations for our
1:17:55 children to get
1:17:56 those shots if that’s what they desire and it’s my understanding
1:17:58 that we
1:17:58 already had several thousand take advantage of that opportunity
1:18:02 in the
1:18:02 first week that they were available according to the Florida
1:18:04 Department of
1:18:05 Health report so anything else you want to say on that dr. Mullins
1:18:09 no just that
1:18:10 we’re providing information to families but we’re not
1:18:13 accommodating the
1:18:15 providing any kind of vaccination access centers thank you
1:18:21 all right any additional board discussion all right dr. Mullins
1:18:26 do you
1:18:27 have a superintendent’s report all right then we have six
1:18:31 speakers who
1:18:32 signed up to address non-agenda items policy zero one six nine
1:18:35 point one
1:18:35 currently states the camera will be turned off during non-agenda
1:18:39 speakers
1:18:39 however based on conversation at the earlier board meeting or at
1:18:43 the earlier
1:18:44 board workshop I will certainly entertain a motion to adjust
1:18:48 sorry I
1:18:48 wasn’t paying attention madam chair I move that we go ahead
1:18:53 because we’ve had
1:18:54 consensus with changing the policy which we are in the party in
1:18:56 the process of
1:18:57 doing that we go ahead and keep the cameras on for the non-agenda
1:19:00 comments
1:19:00 this evening any discussion all in favor please signify by
1:19:08 saying aye all right
1:19:11 we will move on with our non agenda speakers one second to
1:19:18 adjust here all
1:19:20 right mr. Laney it indicates that you were speaking on equity
1:19:23 did you have
1:19:23 additional equity comments or is that I was hoping to expand on
1:19:28 achievement gap
1:19:29 and equity kind of how they would go ahead gonna go together my
1:19:34 name is
1:19:35 Catherine Delaney I I just wanted to continue on with what I was
1:19:39 speaking on
1:19:40 before how critical equity is with the achievement gap I think a
1:19:47 major piece of
1:19:48 that is the discipline in our schools our teachers need help
1:19:54 with that before
1:19:56 all of these extra programs get put into place we need teachers
1:20:00 our kids are not
1:20:01 going to learn and fill those gaps if we don’t have teachers and
1:20:05 the thing that
1:20:06 our teachers need is for us to stand behind them with this
1:20:13 discipline issue
1:20:15 that we’re having I I hope that you guys I wanted to challenge
1:20:20 you guys to put
1:20:20 the achievement gap on the agenda from now until it’s fixed we
1:20:26 need to have
1:20:27 this a constant topic of conversation we cannot forget thank you
1:20:33 thank you miss
1:20:34 Lenny Karen Colby and I have you speaking on equity in sports
1:20:40 after
1:20:40 Karen we have Diana Haines Sophia Patterson and then Wyatt Stumbo
1:20:47 Karen well it kind of got into some of that earlier about the
1:20:51 equity issue
1:20:52 let’s talk about college when the schools have all the different
1:20:56 venues
1:20:57 and they’re all pretty much the same that each kid has the equal
1:21:00 opportunity
1:21:01 so if you want to let’s say play football and run track and you’re
1:21:06 at a
1:21:06 school without a track you’re not as equal as the kids who are
1:21:10 at schools
1:21:10 with both football and track available if you want to play
1:21:14 soccer and your
1:21:15 school only offers lacrosse it’s not fair so I really want to
1:21:18 get involved
1:21:18 with that because I have a lot of experience in the sports field
1:21:22 I’ve
1:21:23 already volunteered to help with this issue I feel really sad
1:21:26 that the schools
1:21:27 I want to visit we’re not as nice as satellite high school and Viera
1:21:31 in
1:21:31 particular astronaut track and field they need some help it
1:21:35 takes a mile to
1:21:36 walk in and the handicapped folks have to walk against incoming
1:21:39 traffic so
1:21:40 they’re parking lots an issue and that’s just one aspect and
1:21:44 Thank You mr.
1:21:44 Sussan for taking on this challenge with sports I want to help
1:21:48 you thank you
1:21:49 thanks Karen Diana Haines
1:21:57 good evening I want to expand on what Katie said about the
1:22:04 camera about the
1:22:05 equity and the discipline cameras in the schools are almost
1:22:09 essential you’re
1:22:10 replacing intercoms which are antiquated everybody has access to
1:22:15 cameras in their
1:22:16 personal and private lives and it seems to be a necessity in the
1:22:19 schools you’ve
1:22:20 got a major lawsuit coming down the pike for a child whose mask
1:22:24 was tied a
1:22:24 disabled child whose mask was tied behind her head and then I
1:22:28 read about an
1:22:29 incident in one of the cocoa schools where a young man is being
1:22:32 bullied to
1:22:33 the point that it almost crim it borderlines on criminal and to
1:22:38 read the
1:22:39 story the mother posted was heartbreaking then I wanted to go on
1:22:43 about cell phones up on the dais how do we know as the public
1:22:49 that you on your
1:22:50 private or school board cell phone aren’t communicating with
1:22:54 each other and
1:22:55 violating sunshine we have no way of knowing that kids are not
1:22:59 allowed to
1:22:59 bring their cell phones to school and have them in the
1:23:02 classrooms I don’t
1:23:03 believe that any of you should have them up there
1:23:20 again my name is Sofia Patterson according to Florida statute
1:23:30 1001 point
1:23:33 four to section six any part of an agreement or contract that
1:23:37 has the
1:23:37 purpose or effect of concealing misconduct by educational
1:23:41 support
1:23:41 employees instructional personnel administrative personnel or
1:23:44 school
1:23:44 officers which affects the health safety or welfare of a student
1:23:48 is void and
1:23:48 contrary to public policy and may not be enforced in essence
1:23:52 what you guys have
1:23:54 done by changing the policy for these meetings is limiting the
1:23:58 public public
1:23:58 comment to agenda items that you get to select and choose you
1:24:02 don’t put the
1:24:02 agenda up with enough time to get information informed on how
1:24:06 the process
1:24:07 works and for parents who are getting new to this involvement
1:24:11 process it is
1:24:13 unconstitutional to limit their free speech and to express their
1:24:17 parental
1:24:18 rights in these forums which is the place where they can get the
1:24:23 most done
1:24:24 include in conclusion when I was speaking earlier madam chair
1:24:29 she
1:24:29 restricted my speech because she wouldn’t let me finish with
1:24:32 regard to
1:24:32 that agenda item which is listed and it’s not distinguishable
1:24:36 with regard to
1:24:37 that meeting agenda tonight thank you
1:24:45 why it Dumbo and then after Wyatt Sarah you’ll be back up
1:24:52 let’s offer a quick question before we start I was a little
1:24:56 confused when I
1:24:56 signed up the items pulled for discussion are they to be
1:25:00 discussed here
1:25:01 I thought they were being pulled off just the way I read I don’t
1:25:04 really know
1:25:04 items pulled for discussion yeah the way it was listed on the
1:25:09 agenda today so
1:25:10 that’s only if a board member pulls an item from the consent
1:25:13 agenda I believe
1:25:14 is what you’re talking about but I’m I don’t know I just that
1:25:17 was the verbiage
1:25:18 online so I wasn’t I thought we couldn’t speak about it so I
1:25:21 didn’t sign up to
1:25:22 speak about an item pulled for agenda so you’re talking about an
1:25:28 item that was
1:25:28 removed from the agenda the verbiage States item pulled for item
1:25:34 pulled for
1:25:34 discussion it was g47 a
1:25:41 miss Campbell discussed what I was going to discuss secondary
1:25:45 but I was going to
1:25:46 sign up for this as well okay and it was already voted on but
1:25:49 can I discuss it
1:25:49 anyway yeah you you’re on non-agenda speaking at this point so
1:25:53 you’re fine to
1:25:54 address whatever you’d like to address okay so just make a quick
1:25:58 note I come
1:25:59 from the food sales background that’s my profession so when I
1:26:02 read through g47 a
1:26:03 we neglected to request a one to two million dollar product
1:26:08 liability
1:26:08 insurance which is twenty eight point two when you look at the
1:26:13 form unless we
1:26:14 cover that somewhere else I would highly recommend that you go
1:26:18 back and look at
1:26:20 that it’s something that the company I work for we have with our
1:26:26 people we do
1:26:27 business with so when you neglect to check that box you put
1:26:31 liability I’m
1:26:32 assuming onto the school system out of one to two million
1:26:35 dollars or more which
1:26:37 is standard so might want to pull that one back it won’t go
1:26:41 through unless they
1:26:41 have it just so you know understand other concerns with that
1:26:45 would be the
1:26:47 costing of goods while I understand the way the verbiage is
1:26:49 written in the
1:26:50 agreement cost is relative to how you can purchase not
1:26:53 recommending any
1:26:55 specific person because of conflict but again I don’t know how
1:26:58 it was sought
1:26:59 after and location of company for distribution purposes thank
1:27:10 you Sarah I
1:27:12 wanted to address inappropriate books and if it’s not an agenda
1:27:17 item it
1:27:17 absolutely should be an agenda item but I want to address it
1:27:21 being taken out of
1:27:22 the school district libraries as a parent and as a student
1:27:25 studying
1:27:26 developmental psychology no book that is extremely sexually
1:27:30 explicit or makes
1:27:31 pedophilia normal has it has a devastating effect on a
1:27:37 developing brain
1:27:37 in fact it’s quite abusive and can lead to a minor having a porn
1:27:43 addiction there
1:27:44 are many other excellent books out there to teach children let’s
1:27:48 focus on those
1:27:49 books we will also be following up on this issue as well mental
1:27:53 health is an
1:27:53 ongoing issue for our students there has been a 51% increase in
1:27:58 suicide attempts
1:27:59 by 51% higher by girls ages 7 to 12 then during the same year
1:28:08 before last month
1:28:09 the AAP oh and now I’m cut off thank you thanks Sarah and I’ll
1:28:15 just mention to
1:28:16 our public before we close out the meeting this evening just to
1:28:19 remind you
1:28:20 that we are all available for conversation via email cell phone
1:28:24 numbers whatever it may be if you’d like to speak to us after
1:28:27 the meeting I know
1:28:28 several of you didn’t get completely through your comments so
1:28:31 please don’t
1:28:31 hesitate to reach out if there are concerns all right does any
1:28:35 board member
1:28:35 have anything else dr. Mullins sorry I wanted to take this
1:28:39 opportunity we’re on
1:28:40 the eve of our Merritt Island high school volleyball team going
1:28:47 to 5a
1:28:47 state championship competition tomorrow night so good luck Mustangs
1:28:52 go bring
1:28:53 home the state championship trophy they’ll be playing at the Suncoast
1:28:57 credit union arena in Fort Myers so very exciting that Brevard
1:29:01 will be
1:29:01 represented in the volleyball state championships and
1:29:05 congratulations to our
1:29:06 viera high school boys who won state for a cross-country
1:29:11 championship last week
1:29:13 so great things happening with our students across the state so
1:29:16 congratulations and go Mustangs I’m really excited to hear so
1:29:24 many people
1:29:25 both in the agenda items and non agenda items shifting the
1:29:30 narrative and
1:29:31 conversation towards closing the achievement gaps and equity and
1:29:34 I’m
1:29:35 really excited about that and I hope that they recognize as long
1:29:39 as everyone
1:29:41 else up here as well how important is for us to get that equity
1:29:44 audit moving
1:29:44 so we can have an equity plan in place so we can work on closing
1:29:47 that
1:29:47 achievement gap thank you I wasn’t gonna do it but I since dr.
1:29:55 Mullins started
1:29:56 with the Mustang which is great here we go so I we have so many
1:30:01 wonderful teams
1:30:04 in our district and I think you all know that so I want to give
1:30:08 a shout out to so
1:30:09 many of our football teams I’m sorry that Rockledge didn’t win
1:30:13 the barbecue
1:30:14 Bowl but Coco did but Coco Rockledge Merritt Island I believe
1:30:21 the Bulldogs
1:30:21 Melbourne who am i forgetting they’re all in the state satellite
1:30:27 they’re all in
1:30:27 going to the championship they are amazing team playoffs she’s
1:30:33 gonna wait
1:30:34 to announce they’re winning the champion Miss McDougal thank you
1:30:48 so much for
1:30:50 bringing that up that’s a great point is there a wager that I
1:30:54 lost that you would
1:30:55 like to enact now that we kind of left it open come on McDougal
1:30:59 the orange and
1:31:00 black-striped I wore a helmet the last time and got berated by
1:31:05 half the
1:31:05 community for wearing a helmet after Jenkins said something
1:31:09 about a person
1:31:10 that was hurt or something like that right so what do you need
1:31:12 me to do it
1:31:12 was person who died yeah okay yeah this is what do you need me
1:31:17 to do you got it
1:31:26 listen just so everybody knows our school district has won more
1:31:30 state
1:31:30 championships in football than the entire i-4 corridor to
1:31:33 include
1:31:33 Hillsborough Fort Myers and everybody else and that’s what we do
1:31:36 we win
1:31:37 championships here in Brevard thank you
1:31:42 anyone have anything else before I gavel us out no please gavel
1:31:47 all right folks
1:31:48 have a fabulous Thanksgiving and we’ll see you on the flip side
1:31:56 you
