0:34 2021. It is my privilege as Superintendent to chair the school

1:29 I pledge allegiance to the flag of the United States of America,

1:51 All right. That brings us to the organization of the board.

1:55 First, we will need to elect a chair for this coming year, at

1:59 which time the person elected will assume the responsibility as

2:03 board chair and will do some musical chairs.

2:07 The board will then elect other officers and appoint individuals

2:10 to committees where board representation is required or expected

2:15 in various organizations across the county and in the state.

2:19 Before we begin, I’ve asked Mr. Gibbs, general counsel, to

2:22 explain the process we’ll be proceeding with.

2:25 Mr. Gibbs.

2:26 Good evening.

2:27 Board members, we follow Robert’s Rules of Order, and pursuant

2:29 to Robert’s Rules of Order for the election of the chair of the

2:32 board, the presiding officer will be the superintendent who will

2:35 call for nominations.

2:37 Any board member who wishes to make a nomination should call out.

2:41 The first person to call out will be number one to make a

2:44 nomination.

2:45 I will assist the superintendent in determining who is the first

2:49 nominator.

2:50 The superintendent will then call for the nomination by that

2:53 person and go down to the second, then the third.

2:56 We’ll go back to the first person, the first nomination, and

3:01 vote on that nominee.

3:03 The nominee that gets the majority vote, three votes, will be

3:06 the chair.

3:07 If that person is the first nominee, that will end the process.

3:11 If the first nominee does not get three votes, we will go to the

3:14 second and so forth.

3:16 The nominations do not need to be seconded under Robert’s Rules.

3:20 I would be happy to answer any questions before we get started.

3:29 Again, Mr. Gibbs will observe and inform me which board member

3:32 makes the first nomination, as I may have trouble distinguishing

3:37 simultaneous voices.

3:40 The floor is now open to nominations for chair.

3:49 I would love to nominate Ms. Belford again as an acknowledgement

3:55 for what probably has been the most difficult year to navigate

4:01 and temperatures to navigate and challenges not only for our

4:06 students and staff, but our community.

4:11 So this nomination is just an acknowledgement of her effort and

4:19 her expertise and her commitment to this school board.

46:54 Rockledge performing at the level they were performing if they

46:57 have the

46:57 facilities that satellite had I put them at natural national

47:01 champions and this

47:02 is a good way to get the kids to get to school the college so

47:05 the fastest way to

47:06 be equal to kids and quickly is if there’s sports and it’s the

47:11 most way

47:11 that’s not debated about everybody likes sports and the track

47:15 and field team

47:16 there deserves it so does their long-distance running and the

47:20 football

47:21 field would benefit too because it would involve fixing the

47:24 track the football

47:25 field that would bring lacrosse soccer women’s events and they

47:29 things satellite has and I’d like to have all schools equal in

1:03:21 meeting last week where the ESSER funds were discussed in

1:03:24 dealing with many of

1:03:26 the positive things that we can bring back to our districts to

1:03:29 include the

1:03:30 mental health and a lot of the positive gaps that we’ve created

1:03:33 because of COVID

1:03:34 one of the areas that I felt very strongly about and spoke about

1:03:37 was the

1:03:38 athletic programs and facilities and stuff like that that we

1:03:41 currently have

1:03:41 so right after the meeting I engaged with staff and said hey

1:03:44 what’s the plan

1:03:45 moving forward we’ve got a lot of meat out there and to my my

1:03:49 like extreme

1:03:51 excitement about it they had an amazing plan and I just kind of

1:03:55 wanted to go

1:03:55 through that so that the individuals that saw the exchange last

1:03:59 week would

1:03:59 understand that there’s a plan moving forward and a lot of our

1:04:02 athletic

1:04:03 directors would have a direction on what they were going to be

1:04:06 looking at and

1:04:06 stuff like that so many individuals that are out there right now

1:04:10 may or may not

1:04:11 know that the facilities across the county are looking there’s

1:04:15 need in

1:04:15 multiple layers right so our school district started in an area

1:04:18 that I’m

1:04:19 going to ask dr. Mullins to talk about where they started

1:04:21 upgrading whether

1:04:21 that was tracks and other things but there’s other things there’s

1:04:24 Rockledge

1:04:24 high school that has a football field that’s not on their field

1:04:28 right so

1:04:28 they’re incurred costs from transporting their band and

1:04:30 everybody else that’s

1:04:31 going over there there’s West Shore West Shore West Shore junior

1:04:37 senior high

1:04:37 school has a locker room that rivals a horror film right there’s

1:04:41 a lot of

1:04:41 different things so galley’s gym and there’s carpet still

1:04:44 hanging from the

1:04:45 gym and it’s nobody’s fault it’s not like there’s it just hasn’t

1:04:48 been an

1:04:48 opportunity for us to go out and find those things we needed

1:04:51 athletic

1:04:51 trainers and all of our schools our weight rooms were falling

1:04:53 apart safety

1:04:54 issues there was netting that wasn’t holding back softballs and

1:04:57 baseballs

1:04:58 were flying into the crowds I mean there was just stuff that we

1:05:00 needed to do and

1:05:01 it’s nobody’s fault that it wasn’t but because ESSER was and

1:05:04 because COVID came

1:05:05 all of the opportunities that we had to fundraise were gone we

1:05:09 missed our home

1:05:10 comings we missed our proms that gave us the opportunity we

1:05:12 missed a lot of the

1:05:13 football games that drew the large crowds we missed all of those

1:05:17 things and

1:05:17 that’s what this money was for so I asked I said hey here’s some

1:05:21 of the

1:05:21 biggest concerns I have that I’ve heard before and I’d like to

1:05:24 move forward and

1:05:24 Miss Moore came out and said she’s working on and has had them

1:05:29 agreed to an

1:05:30 athletic trainer in every single school in the entire County

1:05:34 that’s huge I will

1:05:35 tell you as a former coach that sat back and we would go to

1:05:39 schools where we

1:05:41 would have an athletic trainer and the guys across the way didn’t

1:05:43 have them so

1:05:44 our athletic trainer was running back and forth across the field

1:05:47 and some days

1:05:47 there wasn’t an athletic trainer on either side and you have

1:05:50 coaches trying

1:05:51 to make protocol decisions on concussions and stuff like that

1:05:54 and in

1:05:55 some cases you have good coaches to do that in some cases they

1:05:57 just don’t know

1:05:58 Sebastian River lost a kid because they made a decision that

1:06:01 they didn’t have

1:06:01 athletic trainers it was a situation so it’s huge and I want to

1:06:04 say thank you

1:06:05 to Miss Moore I talked to Suhan and our facilities director and

1:06:09 she said that

1:06:10 they knew about the netting on the fields and they’re already

1:06:14 moving

1:06:14 forward with that so they’re already putting together a plan to

1:06:17 take care of

1:06:17 that as they’re starting to do a lot of the drainage issues and

1:06:20 stuff like that

1:06:20 at each one of the schools and then there’s some of the other

1:06:25 issues like I

1:06:25 started hearing like Palm Bay has they can’t Palm Bay High

1:06:29 School can’t even

1:06:30 host a local like their own me because they don’t have a long

1:06:35 jump pit so like

1:06:37 these are all things that need to happen but there’s when I came

1:06:40 to the table I

1:06:41 said I want to wait rooms to be fixed throughout the entire

1:06:44 county because I

1:06:44 heard about what happened at cocoa right but the problem is that

1:06:47 some schools

1:06:47 they don’t get a new way some schools need a new locker some

1:06:51 schools need a

1:06:51 jump pit some schools need this some schools need a

1:06:54 transportation to the

1:06:55 other ones are just it’s everywhere right so it’s soon took that

1:06:58 stepped up

1:06:59 and said here’s what we’ll do we’re gonna create a master

1:07:02 athletics plan

1:07:03 that identifies the need of each one of the schools and then

1:07:06 takes that need and

1:07:08 identifies it from first to 15 or whatever it is and then what

1:07:12 we’re gonna

1:07:12 do is put it all on a schedule because if we just don’t do that

1:07:15 and we just

1:07:16 come forward with like the squeaky wheel gets the grease then

1:07:19 what ends up

1:07:19 happening is is we just take care of this over here over here

1:07:21 and things like

1:07:23 locker rooms and stuff may not get done so I’m looking forward

1:07:27 to that I I’m

1:07:29 just so excited that we have a plan moving forward because we

1:07:32 did you want

1:07:33 to talk about some of the stuff we did before this tracks and

1:07:36 stuff yes to that

1:07:38 point you know Brevard can we the board public schools went

1:07:42 through what I would

1:07:43 call an athletic facilities renewal drought during those several

1:07:49 years when

1:07:50 we didn’t have capital funding to renew our facilities at the

1:07:54 level any one of

1:07:55 us would be satisfied with when we had our community generously

1:07:59 approve the

1:08:00 first sales surtax as much as we would have liked to prioritize

1:08:04 our athletic

1:08:06 fields and in facilities and that proposal we had to prioritize

1:08:11 HVAC we

1:08:11 had to prioritize failing systems and infrastructure for our

1:08:17 schools and

1:08:18 fortunately our community again rallied and responded with

1:08:22 enormous support for

1:08:24 the renewal of this second sales surtax which then was able to

1:08:29 include having

1:08:30 taken care of some of those dire infrastructure needs in the

1:08:34 first sales

1:08:35 tax round put addressing some of our athletic facilities a large

1:08:43 priority

1:08:44 right now is our tracks across the district and I think if I

1:08:48 remember

1:08:49 correctly we I think we just approved Rockledge High School’s

1:08:53 track

1:08:53 resurfacing which includes a rubberized surface and that will

1:08:58 then transfer and

1:08:59 translate across other schools over the life of the surtax I

1:09:03 think upwards of

1:09:04 1.5 million dollar investment in our athletic facilities but on

1:09:08 top of that

1:09:10 because we’re also seeing the favorable property tax return our

1:09:16 capital budget

1:09:18 which is separate from surtax as the board knows has grown some

1:09:22 and we’ve

1:09:22 been able to set aside and the board has prioritized funds for

1:09:27 athletic facility

1:09:28 renewal and that’s where funds for the baseball field netting

1:09:34 came in this is

1:09:35 all possible dr. ramjet our assistant director of student

1:09:40 activities and

1:09:41 athletics has been compiling that needs assessment of our

1:09:44 facility our athletic

1:09:46 fields and facilities and that’s what’s allowing our facilities

1:09:50 team to begin

1:09:51 prioritizing what are those facilities that need to be addressed

1:09:54 first and so

1:09:55 on we have built into the ESSER three grant proposal capital

1:10:02 investment for

1:10:03 athletics as the board knows we’re moving forward to introducing

1:10:08 or making

1:10:09 available the opportunity for competitive cheerleading next

1:10:12 school

1:10:12 year it will require capital investment primarily mats which we

1:10:17 are going to be

1:10:18 able to fund through ESSER as well as we’re going to be

1:10:23 acknowledging the the

1:10:25 the need of our staff to take on the responsibility of coaching

1:10:29 and we love

1:10:30 our community coaches we love our school based coaches and the

1:10:35 additional support

1:10:36 that they can provide our students on the field in the in the

1:10:40 gymnasium and so

1:10:41 on so we have included in our ESSER proposals the board recalls

1:10:45 a

1:10:45 significant supplement increase for all extracurricular

1:10:51 supplements for our

1:11:14 that mr. or excuse me dr. ramjet is doing to continue the needs

1:11:18 is going to make us better and every year we can sustain that

1:11:24 our capital budget as it continues to grow and as the sales surtax

1:11:30 us kind of accelerate the process as well so I good news all the

1:11:35 I’m just so happy that dr. Mullins you know thank you so much

1:11:40 on doing that also he saw that the need for that was needed to

1:11:44 since the last time we spoke last week he found an opportunity

1:11:48 ESSER $250,000 facility also some of the things to put on our

1:11:53 radar okay is that

1:11:54 our swimming pools are like Somali warlord zones for coaches to

1:12:01 right and we have an MLA with the county that we need to go work

1:12:06 with because our

1:12:08 schools are having difficulty inside of the you know swim

1:12:12 swimming times and

1:12:14 everything else and the guys that have the actual schools where

1:12:17 we have swimming

1:12:17 pools are having to share the time so we need to figure out a

1:12:21 solution wrapped

1:12:21 around how that can work with the facilities around the entire

1:12:26 county and

1:12:26 if that’s the county bending on their MOA or us or however that

1:12:30 works I’m gonna

1:12:30 do that the other thing to keep in mind we send almost six to

1:12:35 eight kids every

1:12:37 year for beach volleyball the national scholarships division one

1:12:44 UCLA and

1:12:45 everything else and right now we could do well with adding a

1:12:49 couple of beach

1:12:49 volleyball or at least one in the district that we can have

1:12:53 there’s six

1:12:54 club teams they compete they do stuff but it’d be nice to bring

1:12:57 them on

1:12:58 officially because we already have the infrastructure we’re

1:13:01 already sending

1:13:02 kids and it would be nice to have something and those are just

1:13:05 two things

1:13:06 to put on your guys’s radar as we move through but so here’s the

1:13:09 plan so we

1:13:09 have three buckets we have ESSER which is coming out ESSER three

1:13:13 we have the

1:13:14 facilities operate we have the facilities capital outlay and

1:13:19 then we

1:13:19 have the operating budget from those three buckets depending on

1:13:22 what it is

1:13:22 that is needed we’d be able to fund some of these in an orderly

1:13:26 fashion after

1:13:27 being identified by each school and the reason for that is that

1:13:31 the ESSER funds

1:13:32 that come out are narrowly focused on the on the quoting because

1:13:36 they’re

1:13:36 federally funded and so what ends up happening is is the quoting

1:13:40 for the

1:13:40 material equipment and everything else has to go through a

1:13:42 different process so

1:13:43 sometimes our capital outlay we can get those funds to be paid

1:13:46 for for things

1:13:47 that we may not need to take that much longer so I just wanted

1:14:17 because it’ll expand our swimmable hours excuse me that was

1:14:23 went through with Titusville High School working I was working

1:14:26 Placencia we were trying to get funding to do the lighting at

1:14:29 the pool because

1:14:30 it opens up to so many other options from you know early morning

1:14:33 but you have to have a certain amount of light in the pool to do

1:14:38 actually just approved I want to say like a what a month or a

1:14:43 month and a

1:14:43 half ago something like that we actually approved the only

1:14:47 reason I’m looking

1:14:49 that way is because Sue is sneaking and she’ll remember better

1:14:52 when did we approve pool lighting

1:14:59 lighting was approved several months ago it is under contract

1:15:04 construction we’re just waiting for the equipment to come in

1:15:08 phenomenal news for our swimmers because it will expand

1:15:12 of time that we can have them in the pools so you know in that

1:15:22 it’s really I want to echo our interest in support of a

1:15:28 community investor expressing an interest in actually

1:15:33 at Space Coast junior senior high school the interest came to us

1:15:40 intriguing proposal and we were very receptive and we’re happy

1:15:45 to continue to

1:15:46 walk that out and seek that as an option which would add not

1:15:49 only a pool for the

1:15:51 school’s utilization but also as a community resource so I don’t

1:15:56 who it is out there who said that we’re still interested let’s

1:15:59 talking so we’re you know we will leverage that opportunity if

1:16:05 continues to be a possibility so on the topic of pools I know mr.

1:16:15 mentioned County pools but I know some of the pools are actually

1:16:19 in that Palm Bay aquatics and are actually zoned by the city and

1:16:23 closed for a good bit of time and that really put a hurt on some

1:16:27 programs because they in the south because it couldn’t use that

1:16:30 reopened we still we have teams practicing there again correct I’m
