1:26:50 Love it, thank you. As we look at you know one of the priority
1:26:56 employee groups the
1:26:59 teachers in particular I just wonder what is because you know a
1:27:03 lot of times
1:27:03 people get I don’t have an education degree you know or you know
1:27:08 if they find
1:27:09 themselves like myself you know haven’t taught in years all my
1:27:12 teaching
1:27:13 certificates and the places where I have had them have expired
1:27:16 or we have a ton
1:27:17 of people who are moving in from out of state. What is the path
1:27:20 to the classroom
1:27:21 look like for someone like that who maybe hasn’t taught in many
1:27:25 years and so
1:27:26 they don’t have current certification what does that look like
1:27:29 for them who
1:27:30 might say okay I’m ready to go back into the classroom now. Yeah
1:27:33 great question I
1:27:35 literally say everywhere I go if you hold a four-year degree
1:27:39 there is
1:27:40 virtually a pathway to being a classroom teacher for you that we
1:27:45 will partner
1:27:45 with you to do and you don’t have to wait to do it we can you
1:27:49 can start
1:27:50 teaching earning a full-time salary and we partner with you to
1:27:54 get your
1:27:54 certification to get all of the credentials that you may need if
1:27:58 you are
1:27:59 a non formally College of Education degree holder or you are a
1:28:05 former
1:28:06 educator certified in another state but it’s lapsed and that
1:28:09 type of thing. Our
1:28:11 recruitment retention office literally walks that out one-on-one
1:28:16 with any
1:28:17 candidate and helps them navigate that pathway. Let me reiterate
1:28:23 virtually any
1:28:24 four-year degree holding individual and even some not four-year
1:28:30 degree holding
1:28:30 individuals particularly for positions in career and technical
1:28:34 education
1:28:34 because we have found some very creative I’ll say pathways for
1:28:42 individuals who
1:28:42 don’t currently hold a four-year degree but in career tech ed
1:28:46 their experience
1:28:46 can meet some of those qualifications. Don’t let your belief or
1:28:52 sense that you
1:28:54 don’t meet the qualifications prevent you from reaching out to
1:28:57 us and talking.
1:28:57 There are so many potential pathways whether you’re a former
1:29:03 teacher you need
1:29:05 to get your credentials here in Florida people don’t realize we
1:29:08 have reciproca
1:29:10 reciprocity that word I’ve used my word limit today so but we we
1:29:20 walk that out
1:29:20 with folks every single day all the time and we are absolutely
1:29:23 committed to doing
1:29:24 that with any any candidate individual. Yeah and you and that
1:29:27 was my second
1:29:28 question was what if they don’t have a degree at all yeah all
1:29:30 right not a
1:29:31 degree at all but I don’t have an education degree but they have
1:29:33 a
1:29:33 bachelor’s another so thank you for addressing that and I know
1:29:35 that’s
1:29:35 something we’ve done in the past I just you know thank you for
1:29:37 dressing I want
1:29:38 to know how fast you know can we get those people and I there’s
1:29:41 some
1:29:41 principles one of my prince principles at one of the high
1:29:44 schools where I serve
1:29:45 in particular is happens to be really fantastic at recruiting
1:29:49 people who
1:29:49 hadn’t even thought about being a teacher before but maybe they
1:29:51 were
1:29:52 working as a sub and he’s like hey I’ve got a job for you and it’s
1:29:56 just great at
1:29:56 walking through. Dr. Harris is really great at walking people
1:30:00 through that
1:30:00 process and and developing a new career for many so appreciate
1:30:04 that we’re doing
1:30:05 that we’re moving them through quickly. I think that’s all I
1:30:10 have.

1:30:15 I’m not really going to address the recruitment and retention I
1:30:21 feel like
1:30:22 us as an organization as well as our community is well aware
1:30:26 that that is a
1:30:26 five alarm fire and is a priority and a focus because we cannot
1:30:30 function and we
1:30:31 cannot educate our students if we don’t have educators to
1:30:35 support them to do it
1:30:36 but I do just kind of want to just expand on the conscious
1:30:39 discipline I
1:30:40 appreciate you going into detail a little bit about what it is
1:30:43 because you
1:30:44 know it unfortunately has become a little bit apart of a culture
1:30:47 war
1:30:47 conversation but I just want to highlight as well this isn’t
1:30:52 something
1:30:52 that’s new to Brevard Public Schools this is something we’ve
1:30:54 been using for
1:30:55 years we’ve been using it in our pre-k’s we’ve been using it in
1:30:58 our elementary
1:30:58 schools it’s just kind of growing and expanding because we’ve
1:31:01 seen the benefits
1:31:02 of it and it’s a program that’s not only used in Brevard Public
1:31:06 Schools it’s used
1:31:06 across the state and across the nation and just a little fun
1:31:10 fact the author
1:31:11 Becky Bailey is well actually I don’t know if she’s a resident
1:31:15 of Central
1:31:15 Florida anymore but she was a resident of Central Florida and I
1:31:17 actually think
1:31:18 she was from Brevard at some point which is you know pretty cool
1:31:24 rooted here but
1:31:25 one other thing to focus on is this isn’t necessarily a
1:31:29 behavioral tool for
1:31:31 children it’s really intended for the adults it’s to kind of
1:31:36 change the
1:31:36 mindset of an adult to figure out how to self-regulate
1:31:40 themselves and how to
1:31:42 intervene with that child’s behavior in a positive way and I’ve
1:31:46 spoken to as a
1:31:47 speech therapist many parents who’ve utilized this program and
1:31:51 tool just as a
1:31:51 parent and communicating with their kids and you know once the
1:31:55 adult works
1:31:56 through this framework and changes their behavior it naturally
1:32:00 makes it easier
1:32:00 for them to address the behavioral concerns of the children in
1:32:03 their lives
1:32:04 or in their classroom so it’s a really really awesome tool but
1:32:08 really it’s just
1:32:09 changing that thought process and I appreciate the way that you
1:32:12 highlighted
1:32:13 it there because I think it has been made to be this boogeyman
1:32:17 and this
1:32:17 crazy program when when in reality it’s just a really smart way
1:32:22 to think about
1:32:23 stuff and just kind of change your mindset so thank you for that

1:32:30 yeah yeah um Thank You dr. Mullen some of the things in Russell
1:32:37 thank you for
1:32:37 all those videos thank you for everything that you’ve done you’re
1:32:41 right
1:32:42 dr. Mullen’s telling the story of the community to each one of
1:32:44 the schools is
1:32:45 important plus it’s a sense of pride for the teachers to be able
1:32:48 to see that
1:32:49 community needs to know what those schools are doing and and
1:32:52 Russell and
1:32:52 his communications team has done amazing I was looking at
1:32:56 everything that you
1:32:56 guys have done and to be honest with you I would I would
1:32:59 challenge another
1:33:01 district be doing as much as you’re doing so I wanted to give
1:33:03 you guys all
1:33:04 the credit in the world for everything that you guys are doing
1:33:07 one of the
1:33:07 problems that we run into with retention and recruitment is that
1:33:11 there are so
1:33:12 many things that we can be doing and you just can’t do all of
1:33:16 them so everybody’s
1:33:16 gonna sit there and say well you didn’t do this right and but
1:33:19 but literally like
1:33:21 I would press to see videos in schools and meeting with Eastern
1:33:25 Florida State
1:33:26 College these are amazing things that our district’s doing so I
1:33:29 wanted to say
1:33:29 thank you for all of that a couple of things that I was thinking
1:33:33 about to
1:33:34 throw on the bout on the on the table here since we’re all here
1:33:38 one of the
1:33:38 things that I ran into and these are just some suggestions dr.
1:33:41 Mullen’s and
1:33:41 you can take them if you want but we have this amazing thing
1:33:44 that was
1:33:45 developed years ago for career fairs for applicants who have
1:33:48 their degrees and
1:33:49 are ready to come over and our principals go in and give binders
1:33:52 one of
1:33:53 the things we could do is there’s many people that were in the
1:33:58 community that
1:33:59 were trying to gain access to that career fair but because they
1:34:01 weren’t
1:34:02 invited and they didn’t have the process proper process they
1:34:05 weren’t allowed to
1:34:06 get in there and that’s rightfully so because we’re giving out
1:34:08 binders we
1:34:08 don’t want somebody we don’t know coming in that wasn’t part of
1:34:10 the application
1:34:11 but I really feel there’s a massive amount we had spoken about
1:34:15 this of
1:34:15 parents who stay at home with their children and then just
1:34:18 continue to stay
1:34:19 at home but we’re former teachers and I think that if we were
1:34:22 able to target
1:34:23 them and part of it’s not go to Beacon and fill it out but let’s
1:34:27 have a career
1:34:28 fair for all the individuals that may be from wanting to come
1:34:30 back meet our
1:34:31 principals talk to him there might be an opportunity there some
1:34:35 sort of a summit
1:34:36 or whatever it is to call them and we were talking dr. Mullen’s
1:34:39 and I were
1:34:40 talking and there are data points inside of our systems that we
1:34:42 can make public
1:34:43 records requests to other entities to find out who is inside the
1:34:47 FRS for
1:34:48 educators so we can identify all of them it’s not like we have
1:34:50 to just kind of
1:34:51 look for and we can make a public records request I have the
1:34:54 data to to a
1:34:54 degree but the thing is is that we can identify who is teachers
1:34:57 that are under
1:34:58 the age of 55 that might be targets for us and then we can
1:35:02 invite them all I
1:35:03 mean dr. Mullen’s and I even talked I joked around about give me
1:35:05 a list let’s
1:35:06 just go knock on some doors and see what happens so I think that
1:35:08 there’s an
1:35:09 opportunity to try to create a machine to reach out to the
1:35:13 people that are
1:35:14 already have their degrees and everything else and then have
1:35:16 them come
1:35:17 back in so we had talked about that that’s just a suggestion the
1:35:20 other thing
1:35:20 is is that we’re noticing that a lot of our actual openings many
1:35:25 of them are in
1:35:26 title one and it’s difficult I will be honest with everybody
1:35:29 title one is is
1:35:30 very difficult for individuals to be a part of there’s some
1:35:33 people that do
1:35:33 great some people that don’t and it’s a it’s a different kind of
1:35:36 dynamic I would
1:35:37 like to see if we wanted to literally put together stipends for
1:35:41 title one T
1:35:42 and I know that that’s kind of a shot across the bow we didn’t
1:35:45 talk about it
1:35:46 dr. Mullen’s but one of the problems that we have is is that as
1:35:49 a teacher
1:35:50 I’ll be honest with you I’ve taught in three different schools
1:35:53 and there was
1:35:54 one school that was particularly very easy compared to the other
1:35:57 schools I had
1:35:58 less discipline less issues less less need to teach the kids as
1:36:02 much as I did
1:36:03 less follow-up from the kids less I mean everything there’s a
1:36:06 difference right
1:36:07 and I think that there’s that amount of extra work that goes
1:36:10 into being a title
1:36:11 one sometimes we may need to look at to honor that move forward
1:36:15 because if we’re
1:36:16 gonna run into a situation where we have vacancies at our title
1:36:20 one schools we
1:36:20 need to do something to honor the extra work and if somebody
1:36:23 wants to come to me
1:36:24 and say put together an argument that the title one schools are
1:36:26 actually
1:36:27 working more very easy to see when you look at the discipline
1:36:30 differences and
1:36:31 stuff like that also um one of the bones of my existence Eastern
1:36:36 Florida State
1:36:37 College has a teacher program they’ve gone out and applied for
1:36:42 and received
1:36:43 the opportunity to do one I think it’s like second grade or
1:36:47 something like that
1:36:48 right just so everybody knows every time we put together a
1:36:53 program in the past
1:36:55 University of Central Florida has vetoed the program from being
1:37:00 consistent so let
1:37:01 me explain how that works for everybody we apply for a program
1:37:05 and it has to go
1:37:06 to the state there’s a veto program that says we already have
1:37:10 that now it’s
1:37:11 needed because there’s a lot of colleges that just spring up and
1:37:14 start offering
1:37:14 programs and then it dilutes the talent but literally what
1:37:17 happens just so you
1:37:18 know is we’re allowed to have the kids go through our program
1:37:21 but then they
1:37:22 have to do their final year or two over at Eastern over at
1:37:25 University of Central
1:37:25 Florida and do their internship so while they’re over there what
1:37:28 do you think UCF
1:37:29 is doing they’re fucking all our people and I’ll be honest with
1:37:31 you if I’m a
1:37:32 young kid and I’m going over there I’m whole heck of a lot want
1:37:35 to go to Orange
1:37:36 County and party in Orange County and grow up there at a higher
1:37:38 salary than
1:37:39 here we’ve got to break that one of the things that I think I
1:37:43 heard when I was
1:37:44 speaking it was at I forget if it was at our School Board
1:37:48 Association meeting or
1:37:49 somewhere one of the superintendents had said that they had
1:37:53 pulled all the people
1:37:54 in their district they said out of oh it was a breakout session
1:37:58 at the Florida
1:37:58 School Board Association this was amazing was that they pulled
1:38:02 all they
1:38:02 looked at their data and they said how many of our teachers have
1:38:07 graduated from
1:38:09 our schools and they got that number and then they said let’s do
1:38:13 an aggregate
1:38:14 number of how long those people stay in our schools it was off
1:38:18 the chart so
1:38:19 meaning that we may be able to take you know a handful of 25
1:38:25 teachers that come
1:38:26 in from our Eastern Florida State College program and it might
1:38:29 seem like a
1:38:30 little amount but if they stay 20 years that’s like having a
1:38:34 hundred and fifty
1:38:35 teachers that constantly are grinding right so there’s and in dr.
1:38:39 Mullins I’m
1:38:39 not saying you haven’t with Eastern Florida State I just wanted
1:38:42 my fellow
1:38:42 board members to know the BS that goes on when we’re trying to
1:38:45 do this I think
1:38:46 this is a great point to try to say let’s open that throttle I
1:38:49 mean we’ve
1:38:50 got the applications let’s roll right um that’s all and then
1:38:55 retention I know
1:38:57 this sounds like a broken record but I traveled to Escambia
1:39:01 County four years
1:39:02 ago five years ago and sat with the what was at the time
1:39:09 superintendent of the
1:39:11 year for the whole state of Florida and one of the particular
1:39:14 programs that he
1:39:15 was highlighted on is his par program now we do a mentor program
1:39:20 that I was
1:39:20 actually a part of when I was a teacher and I will tell you it
1:39:23 looks good on
1:39:24 paper and there are about a quarter to a third of the teachers
1:39:28 that really do it
1:39:29 with effectiveness and then there are other teachers that don’t
1:39:31 have the
1:39:32 opportunity because of schedules and everything else to do that
1:39:35 the par
1:39:36 program is a program that they set up because they’re competing
1:39:40 with Santa
1:39:41 Rosa because Santa Rosa County fights for their people to
1:39:43 literally give the
1:39:45 opportunity for those teachers to have the development that they
1:39:48 need a
1:39:48 professional develop they go before our committee the committee
1:39:52 says here’s what
1:39:53 it is they have a coach that comes in and they said this is
1:39:55 where I have need
1:39:55 and then they allocate the resources for it it is the most
1:39:58 phenomenal program in
1:39:59 the world now it costs them about 1.7 million dollars to do but
1:40:03 when I talked
1:40:04 to the Escambia County person and I said or the superintendent
1:40:07 who was phenomenal
1:40:08 and his HR and everybody else we spent like three days there he
1:40:11 said that the
1:40:12 amount of money that they lose in student achievement and retraining
1:40:16 which
1:40:16 is about $30,000 teacher so every teacher we lose is between 22
1:40:20 and 36
1:40:21 thousand dollars depending on the position they’re in to train
1:40:24 to be a
1:40:24 teacher throughout the year of professional development think
1:40:27 about how
1:40:28 much money you lose when that happens and how much student
1:40:31 achievement you
1:40:32 lose when you have poor teachers that are not being supported
1:40:34 inside your
1:40:35 classroom and I’m not saying that our teachers are not supported
1:40:38 we have a
1:40:38 program and it’s a lot better than some of the other programs we
1:40:42 have but if we
1:40:42 want to be the best this program was brought to our school
1:40:46 district five
1:40:47 years ago the individuals that were in charge we’re not I’ll
1:40:52 just say we’re not
1:40:53 ready for this program I was very upset with them over some of
1:40:57 the stuff that
1:40:57 they were doing otherwise and they didn’t have their eyes on
1:41:00 this the par
1:41:01 program works comes from Harvard Harvard law and it’s across the
1:41:04 nation it’s
1:41:05 literally a teacher support union members went our staff went
1:41:09 from the
1:41:09 district I truly believe this is something we need to look at
1:41:12 because
1:41:12 this is not something that’s going to go away we’re gonna be in
1:41:15 this cycle for
1:41:16 about two or three years this is something that we can have
1:41:18 support for
1:41:18 them all right the other thing is is dr. Mullins do we have a
1:41:23 survey of the
1:41:23 resume we were talking about doing a survey of the teachers that
1:41:27 resign and
1:41:27 retire do we have that survey do we what do we do in that result
1:41:31 what are we
1:41:31 doing that we do we have an exit survey it is it is not
1:41:35 mandatory participation
1:41:37 but we do we do capture that data and it is grown if you
1:41:41 remember I did present
1:41:43 our I think it was actually part of my evaluation my self-assessment
1:41:48 are the
1:41:49 feedback we’ve received from those who are exiting the the
1:41:54 number of people
1:41:55 providing their feedback has grown exponentially in the last
1:41:59 three years as
1:42:00 well as the positive response to provide public schools as a
1:42:06 positive place to
1:42:08 work or something like that pretty close had grown significantly
1:42:14 from a 30% a few
1:42:15 years ago to upwards of 80% today so short answer is yes we do
1:42:23 sometimes it’s
1:42:24 difficult to get everybody to yeah you’re not gonna give
1:42:27 somebody that quit
1:42:28 to do a survey I get it like I understand that like somebody may
1:42:31 have
1:42:31 had a bad situation I can get I can get more feedback for you
1:42:36 yeah I’d like to
1:42:36 see the results of that and then see because one of the things
1:42:41 that we’re
1:42:42 dealing with is is that in the community and from some of the
1:42:44 parents and
1:42:45 teachers for hearing that discipline is that what’s driving our
1:42:49 teachers believe
1:42:50 that is the common thing that’s out there and it would be nice
1:42:53 to know in a
1:42:54 data-driven organization if that’s actually the fact so knowing
1:42:58 that 80% of
1:43:00 them say that Brevard Public Schools is a great place to work
1:43:02 well then that’s
1:43:02 different than what we’re hearing which we all know sometimes
1:43:06 some things can be
1:43:08 said but they don’t always they’re not always true so I think
1:43:11 that exit survey
1:43:12 is perfect for that piece so we can get that information that’d
1:43:15 be great and
1:43:17 then we know that and let’s just be honest conscious discipline
1:43:21 is something
1:43:21 that I’ve supported right it’s something that is best practices
1:43:25 and Miss Jenkins
1:43:25 is right it’s been in our system forever I think where a lot of
1:43:30 my questions on
1:43:31 conscious discipline is not the actual application what that
1:43:34 tree right there
1:43:35 is everything a great teacher should do and we should continue
1:43:37 to do those
1:43:37 practices without a doubt I think where it is is once a child is
1:43:42 still having
1:43:43 issues inside the classroom and interrupting the other kids
1:43:47 inside that
1:43:47 classroom and what we do in that moment is where I think it gets
1:43:51 confused with
1:43:52 the other portions of what it is because if you sat through that
1:43:55 that I would
1:43:56 argue point to point that everything that was inside that circle
1:43:58 is beautiful
1:43:59 teaching the other pieces is that that’s where it is and I think
1:44:03 that that piece
1:44:04 is being exacerbated because of what we’re seeing from the kovat
1:44:09 and
1:44:09 everything else so our discipline be honest has been higher we’ve
1:44:14 had more
1:44:14 discipline problems than we’ve ever had and the reason is and so
1:44:17 what’s
1:44:18 happening is is that people are saying it’s conscious discipline
1:44:22 that’s
1:44:22 creating that right but I truly believe it’s not the conscious
1:44:26 discipline
1:44:26 beginning of teaching I truly believe it’s what we do right
1:44:30 afterwards when
1:44:31 we’re trying to work with it I was a teacher for nine years I
1:44:33 wrote five
1:44:34 referrals in nine years and that’s because I practiced
1:44:38 everything that’s
1:44:39 inside there but when a kid broke that rule I sent them and it
1:44:43 was they were
1:44:44 respectful so what I’m hearing from some of our teachers dr.
1:44:48 Mullins is that
1:44:49 they’re sending the kids down and then they’re being sent right
1:44:52 back right may
1:44:53 not be true but that’s what’s happening so I think that the
1:44:56 argument is inside
1:44:57 of that piece and I would love to find out the information from
1:45:00 the survey of
1:45:01 resignations and retirements to tie that piece right there in to
1:45:06 see if it’s
1:45:06 actually happening because we know that our discipline numbers
1:45:09 are up we know
1:45:10 that’s happened whether that’s going to be because of kovat
1:45:12 whether it’s gonna
1:45:12 be because of a couple issues but they’re making the argument
1:45:16 that right
1:45:16 there we are just allowing kids to continually perpetuate and we’re
1:45:19 trying
1:45:20 to work with them and they just keep violating and we’re letting
1:45:22 them go right
1:45:23 that survey and some of those other things will help us feel out
1:45:27 that him
1:45:27 does that make sense all right and then I love your idea about
1:45:32 the letter dr.
1:45:33 Mullins if I mean I would do it I think the board members would
1:45:36 do it also I
1:45:37 just think a letter of appreciation to all of our staff if there’s
1:45:40 some way
1:45:41 that we can do that like hey I really appreciate you I mean I
1:45:44 know making the
1:45:45 argument that you’re making all this money and everything we
1:45:47 care about you
1:45:47 but sometimes I’m guilty of it my wife keeps telling me all the
1:45:51 time sometimes
1:45:52 people just need you to listen they don’t need you to tell them
1:45:56 they just
1:45:56 need you to listen and tell them that you can and I think
1:46:00 sometimes we could
1:46:01 do that so if you find a vehicle dr. Mullins for us to do that I
1:46:04 would love
1:46:04 to just say care about you BPS cares about you and we’re here
1:46:10 you know that
1:46:11 mean and it might you might get a thousand letters back saying
1:46:14 this you
1:46:15 don’t care about me because but that’s part of it and then the
1:46:19 last piece is
1:46:20 and I’m sorry you talked a lot so I’m gonna take a lot of time
1:46:24 to two things
1:46:28 one they’ve developed vapor sensors now that you can put inside
1:46:32 of a bathroom
1:46:32 that will tell you when one clicks so you can put cheap vent
1:46:36 vapor sensors
1:46:37 it’s audio and it’s very distinct you can get vapor sensors and
1:46:43 catch all
1:46:45 the kids that are right now I know that there might be not
1:46:47 something we want to
1:46:48 do but the cost very low I’ll get you the information I just
1:46:50 found out about
1:46:51 two days ago and then last piece dr. Mullins no listen I was a
1:46:59 social
1:46:59 studies teacher I was not a math teacher so if I say last one we’ve
1:47:02 got to keep
1:47:02 going all right um ALC how do we provide not only the support
1:47:09 for them through
1:47:11 their mental guidance but opportunities for them to not feel
1:47:15 like they are
1:47:16 ostracized from society right so we’re putting a basketball
1:47:20 court then my two
1:47:21 years I’ve been trying to get that basketball court at the south
1:47:24 oh yeah I
1:47:24 know I’ve been playing a challenge dr. Mullins to basketball
1:47:27 court down there a
1:47:28 couple times but here’s the thing I keep declining I’ve asked
1:47:33 Paul Gibbs but he
1:47:34 keeps saying no to I’m figure I got a better height differential
1:47:37 on him but
1:47:37 the thing is is that is that our children who are inside those ALC’s
1:47:42 are
1:47:44 significantly wanting to be a part of something right whether
1:47:49 they’re sitting
1:47:49 and I was one of those kids I didn’t go to an ALC I didn’t get
1:47:52 expelled but I
1:47:53 could have back then they didn’t do have stuff they do now but I
1:47:56 think if we give
1:47:57 opportunities to those kids inside there that will be better off
1:48:01 and I would I
1:48:01 would just say dr. Mullins if there’s a way I know it’s crazy at
1:48:04 the LLC’s right
1:48:05 now but I would love to have that basketball I would love the
1:48:09 offer
1:48:09 opportunities for kids in that regard because it might help with
1:48:12 their mental

1:49:11 minima now dr. Fletcher we have a great rapport with them dr.

1:49:17 is engaged with with dr. Fletcher in the academic team I don’t
1:49:22 know weekly if not
1:49:23 maybe if not monthly I have said for years if you can ever get a
1:49:30 college of
1:49:31 education program we will partner with you to make you the
1:49:35 premier education
1:49:37 training ground in the state the country in the world sure intergalactic
1:49:45 and they
1:49:46 are as committed to it as well but to your point they have been
1:49:49 denied by the
1:49:49 state to bring on a education program they just maybe two years
1:49:55 ago your ago
1:49:56 got the elementary science ed program but it’s just so narrow
1:50:03 and so I narrow
1:50:04 focus that it’s not meeting all of our needs we’re going to
1:50:07 continue to pursue
1:50:08 that I know that they want it as well I’ve literally written
1:50:11 letters of
1:50:11 support that go to their application at the state and we they
1:50:14 continue to be
1:50:15 denied I went as far as much as I can say about that right now I
1:50:20 don’t want to
1:50:20 I don’t want to speak disparagingly of other I don’t care I will
1:50:24 well I went I
1:50:24 went to UCF and I called him out in the middle of a open forum
1:50:28 and I told him
1:50:29 that that’s garbage and not so nice of word and and I’m sorry
1:50:33 but our people
1:50:34 need our students to stay in our schools and dadgummit you stop
1:50:38 stealing our
1:50:39 people and create a leverage point on us is BS it’s just BS I

1:50:45 you got you only got a couple more months let’s go raise some

1:51:09 important I’m focusing on discipline because the mentoring I
1:51:15 went online and
1:51:17 the mentoring program that we have for our parents to go through
1:51:20 the modules
1:51:21 is excellent it gives you a clear picture of what’s in takes
1:51:26 what you need
1:51:26 we support you but I think what’s really just as important is
1:51:30 the parent support
1:51:33 that we’re going to provide for our parents because I think many
1:51:36 of our
1:51:37 parents are struggling themselves with discipline at their home
1:51:42 so I do feel
1:51:44 that we’re focusing the right way and I just want to say that
1:51:48 conscious
1:51:49 discipline you and I visited I can’t remember what school we
1:51:53 visited but we
1:51:53 saw it in action because I asked questions I wanted to see it
1:51:57 and I
1:51:58 wanted to know it was done with fidelity and how did the
1:52:01 students respond and it
1:52:02 was an elementary school and it was amazing the camaraderie and
1:52:07 even when
1:52:09 there was discourse how they solved the problem without anybody
1:52:12 getting sent to
1:52:13 the office without anybody having fisticuffs if they ever still
1:52:17 send them
1:52:17 down you know I feel this it’s a great program I wish we could
1:52:23 roll it out
1:52:24 faster as miss more and I always talk about but it works and
1:52:30 that’s what we
1:52:31 want because right now our kids as you and I have talked I’ve
1:52:35 seen a lot of
1:52:36 expulsions and I saw him against expulsions I expulsions don’t
1:52:40 solve
1:52:41 problems for these children it just sends them home and not
1:52:46 always that a
1:52:47 good place to send them so anyhow I’m very excited I like what
1:52:51 the plan and
1:52:52 these certainly have my full support thank you
1:52:57 I think I had just heard miss McDougall commit that when she
1:53:01 finishes her term
1:53:02 on the board she’s coming back to help us with conscious
1:53:05 discipline is that
1:53:05 what you guys say we need mental health counselors too she can
1:53:07 fill one of those
1:53:08 positions we’ll just keep you around for a while
1:53:18 so I have just a few questions comments first of all thank you
1:53:24 phenomenal
1:53:24 information that you shared with us this morning I’ve been
1:53:27 having lots of
1:53:27 conversations around these issues and encouraging our community
1:53:31 that we are
1:53:32 certainly having these conversations internally and will be
1:53:34 coming forward
1:53:35 with more information so thank you for putting that all together
1:53:40 for us two
1:53:41 questions that I know the answer to but I just want to make sure
1:53:44 that our public
1:53:44 hears it our substitutes included in the $15 per hour yes so for
1:53:49 all of our
1:53:50 people out there that have been contemplating substituting you
1:53:54 are
1:53:54 included in that raise to minimum wage beginning July 1 correct
1:53:59 and the other
1:53:59 qualifications are bumped up as well so it’s not just the $15
1:54:06 pardon yes through
1:54:08 our ester for ester three funding starting this year okay super
1:54:12 thank you
1:54:12 and then this one I know the answer to too but I just have to
1:54:15 get it out there
1:54:16 because anytime we talk about these things I someone seems to
1:54:20 ask the
1:54:21 question crossing guards are just for clarification are not
1:54:26 employed by us
1:54:27 right so we don’t set their salary can you just address that
1:54:31 that’s correct
1:54:31 they are not Brevard Public School employees they are employed
1:54:34 by either
1:54:35 the county or their local municipality we do not even contract
1:54:39 crossing guard
1:54:41 they are provided as a service from the respective community so
1:54:46 we have no
1:54:47 control over their salary thank you thank you know that the
1:54:53 county was
1:54:53 looking at making significant raises to their own employees
1:54:56 dollars I imagine
1:54:57 there’s yeah just just not something that we as a board have
1:55:03 control over so
1:55:04 because I hear that quite frequently that you forgot the
1:55:07 crossing guards
1:55:08 again and we don’t forget them we appreciate them immensely but
1:55:12 but
1:55:12 outside of our our sphere of control on that one question and
1:55:17 feel free to get
1:55:19 back to me later but you mentioned the data that we have on our
1:55:23 pilot
1:55:24 classrooms for conscious discipline a significant decrease in
1:55:28 the behavioral
1:55:29 issues that we’re seeing in those classrooms have we cross tab
1:55:34 to academic
1:55:36 outcomes for those classrooms do we have any that we have
1:55:41 progress monitoring
1:55:42 information or FSA information that we could also see if there
1:55:48 is an impact to
1:55:49 the academics and like I said you don’t have to answer that now
1:55:52 but I just think
1:55:52 it would be interesting to take a look absolutely I’ll
1:55:55 definitely get back with
1:55:56 you we have that for you and for the bottom and then I think the
1:56:01 last thing
1:56:01 that I will say and this is not I mean it kind of goes along
1:56:05 with all of our
1:56:06 retention things and and but more for our community several of
1:56:10 the schools are
1:56:11 working very hard to plan pre-planning for all of their team
1:56:15 members to come
1:56:16 back several of them are reaching out to community partners to
1:56:20 provide breakfast
1:56:21 lunch recognition and so I would encourage our community to
1:56:27 reach out and
1:56:28 connect with the school I can assure you they can all use some
1:56:32 support with
1:56:32 making sure that they welcome their teachers back with as much
1:56:36 love as
1:56:37 possible as we return to the new school year and that may be you
1:56:41 know little
1:56:41 gifts it may be food it there’s there’s all sorts of things but
1:56:46 I would just
1:56:47 encourage everyone you know pick pick a school in your
1:56:49 neighborhood reach out
1:56:50 and ask how you can help to ensure that everyone comes back to a
1:56:52 great
1:56:52 experience when we return and I think that’s all I have did

2:09:57 one of the things that is troublesome to me is why are we not
2:10:02 focusing on finding
2:10:03 the best teachers why it shouldn’t matter
2:10:09 what the color of somebody’s skin is as long as they are
2:10:13 invested in the growth
2:10:14 and education and well-being of our children we want the most
2:10:17 highly
2:10:18 educated highly you know enthusiastic people gifted teachers to
2:10:23 be in that
2:10:24 room regardless of their race
2:10:32 another point that was made was that they that you guys are
2:10:36 wanting parent
2:10:38 involvement I find that funny because we’ve been told that
2:10:42 parents are a
2:10:43 security risk and that’s how we’ve been treated for the past two
2:10:48 years discipline
2:10:49 is a major issue for the recruitment and retention of our
2:10:54 teachers and like what
2:10:59 mr. Susan said earlier what happens when those tactics don’t
2:11:03 work these repeat
2:11:05 offenders who continuously use this bad behavior are now
2:11:09 disrupting a whole
2:11:10 classroom of children what about their education the second
2:11:15 point that I would
2:11:16 like to speak on is the financial services we need desperately a
2:11:20 forensic
2:11:21 audit on the budget the budget does not give in voices it does
2:11:25 not give where
2:11:25 our dollars and cents are going the way that the budget is
2:11:30 presented to the
2:11:31 public needs to change we need to we need readily available
2:11:35 every cent
2:11:36 that’s coming out of this building
2:11:41 the next thing that I’d like to comment on is h38
2:11:48 which lawyers are expensive I get that one hundred seventy
2:11:53 thousand dollars
2:11:54 with a possible raise of sixty eight hundred dollars per year
2:11:57 based on
2:11:57 evaluations that seems reasonable to me for a lawyer but I would
2:12:04 hope that our
2:12:05 board is conscious of
2:12:10 all the different lawsuits that have happened over over the past
2:12:14 couple years
2:12:14 and honestly the ones that will be coming because there will be
2:12:19 more coming

2:12:39 my name is Anthony Calucci I’m the president of the Brevard
2:12:43 Federation of
2:12:44 Teachers while I’m pleased to see the superintendent’s
2:12:47 presentation on
2:12:48 recruitment and retention I’m disappointed that this initiative
2:12:52 may be
2:12:52 too late to impact next school year for years our Union has told
2:12:57 this board we
2:12:58 have a recruitment and retention issue and most importantly we’ve
2:13:02 been focused
2:13:02 on the fact that retention was the bigger issue now we’re at a
2:13:06 point of a
2:13:07 crisis where there were 250 teacher vacancies posted yesterday
2:13:13 just weeks
2:13:14 before school starts we still have one school with over 20
2:13:18 vacancies which begs
2:13:20 the question how do you open up a school with one third of the
2:13:24 positions not
2:13:25 filled do you load up on class sizes you pull our district
2:13:29 resource teachers from
2:13:31 the work they’re supposed to be doing do you use school-based
2:13:34 coaches to cover
2:13:35 and deprive students of the services they’re hired to provide to
2:13:39 them none of
2:13:40 those are good options let me be frank our Union is disappointed
2:13:46 in this board
2:13:47 and the lack of action even discussion about the issues that are
2:13:52 impacting
2:13:52 teachers meeting after meeting there’s a lot of discussion on
2:13:56 issues that aren’t
2:13:57 important to us and now you’re seeing the result of that and
2:14:01 trying to address
2:14:02 them now is perhaps too late you’re seeing the result of
2:14:07 ignoring those who
2:14:08 represent teachers and have been telling you about these issues
2:14:12 instead you
2:14:13 abdicate your power to staff who are not properly addressing
2:14:17 these issues have
2:14:19 you dealt with poor administrative performance have you dealt
2:14:22 with
2:14:22 administrators who are just plain mean to their teachers and
2:14:25 chase them out of
2:14:26 BPS did you follow through on the student discipline issues I
2:14:30 spoke about
2:14:31 in November or did you leave it up to staff and let’s talk about
2:14:35 the
2:14:36 arbitration you’ve allowed your staff to get involved in are you
2:14:40 okay board
2:14:41 members with getting involved in an arbitration when anyone who
2:14:45 can read can
2:14:47 see that BPS is making the wrong decision are you okay with the
2:14:51 fact that
2:14:52 you spent taxpayers hard-earned dollars to arbitrate the same
2:14:56 exact case less
2:14:57 than five years ago and now you’re going to waste more money
2:15:01 because you lost and
2:15:03 don’t want to respect the neutral parties here rolling how can
2:15:07 our
2:15:07 teachers trust you when you can’t trust it to follow neutral
2:15:11 parties rolling
2:15:12 former teachers on the board would either of you think this was
2:15:17 okay when
2:15:17 you were a classroom teacher are you doing the work of a board

2:15:21 wanted to accomplish when you ran for office or is this the same
2:15:25 nonsense you
2:15:26 would have been furious about as teachers are any of you really
2:15:30 focused
2:15:30 on your jobs right now school board members wake up you’re

2:15:35 wall and you let someone else drive the car and the car is

2:16:27 that Brevard Public Schools has chosen has become an agenda has

2:16:33 driven and you know me going into the mental health field and
2:16:38 most mental
2:16:39 health clinicians keep our politics in our agenda out of out of
2:16:43 mental health
2:16:44 situation it’s only about how to truly help the person or the
2:16:50 students I
2:16:51 understand that the district has to spend money on this due to
2:16:55 it being
2:16:56 earmarked however there were no bids on this contract it’s a bit
2:17:00 silly to me
2:17:00 that the district is spending about a hundred and seventy
2:17:03 thousand dollars to
2:17:04 go to Oviedo Florida also any suicide prevention should be under
2:17:08 a licensed
2:17:09 mental health professional so I have major concerns with all
2:17:14 this suicide
2:17:15 prevention not being guided under licensed mental health
2:17:19 professionals and

2:26:09 went to Brevard schools and are now teaching in our schools

2:26:20 other thing is is that one of the things is in our health plan

2:26:24 about the costs and stuff like that one of the things I would

2:26:28 find out from you guys if you would like to see is I would like
2:26:32 to figure out if
2:26:34 people who have dependents on our health plan also have more
2:26:40 years of service
2:26:41 with the school district and I’ll tell you why when my father
2:26:45 was a he’s a
2:26:45 electrical contractor and a general contractor and when he hires
2:26:49 people he
2:26:50 specifically looks and I know this is kind of shouldn’t probably
2:26:53 say this but
2:26:53 he specifically looks the difference between somebody who has a
2:26:56 family and
2:26:57 somebody who doesn’t because he’s convinced that the people who
2:26:59 have the
2:26:59 family will stick it out and be there for you longer I would
2:27:02 like to see if
2:27:03 the dependent people who have dependents on our plan which isn’t
2:27:07 a huge indicator
2:27:08 or also have a higher number of service people who don’t just
2:27:12 just a survey
2:27:13 because then it would help us determine how we target our health
2:27:18 care stuff in
2:27:18 the future
2:27:21 if staff can pull it would we be interested in getting
2:27:28 on that note like to give us a update wait wait let’s just stay

2:28:16 staff to have to pull that data like is it should be identifying
2:28:20 factors of
2:28:20 birthday address to be pretty to excel field but I just didn’t
2:28:25 know if you
2:28:26 guys were interested in doing it that anomaly that you said is
2:28:28 where I was at
2:28:29 with making this request but I’ll be honest with you I’m looking
2:28:33 at what when
2:28:34 I talk about retention and recruitment what particular person we’re
2:28:38 looking for
2:28:38 to retain and recruit and making sure that all of our policies
2:28:42 and revenue
2:28:42 sources and everything else pertain to that so in doing so that
2:28:45 that’s where I
2:28:46 my head was that I would hate to take up an enormous amount of
2:28:51 staff time for it
2:28:52 but if dr. Mullen’s feels like it can be done relatively easily
2:28:57 that’s all yeah
2:28:59 so I feel like it’s a I feel like it’s a good assumption that
2:29:06 that’s accurate I
2:29:08 just don’t I don’t understand the benefit of using staff time to
2:29:11 get that
2:29:11 information because what are we gonna do with that information
2:29:14 we can’t
2:29:14 discriminate against an applicant whether or not they have a
2:29:16 family or not
2:29:17 I think it’s I think it’s good information I think it makes
2:29:21 sense I
2:29:21 just don’t I don’t really understand how we would utilize it so

2:29:25 supporting staff to take time to do it I would want to know what
2:29:27 would be the
2:29:27 benefit of that data absolutely so part of the data that we’re
2:29:31 looking at is is
2:29:32 whether we increase the costs on families or health care costs

2:29:37 be an opportunity for us to say you know what like maybe these
2:29:39 are people in the
2:29:40 future what we’re doing now has already been set in stone but in
2:29:43 the future we
2:29:44 need to attract families and then that also just you know great
2:29:47 question Miss
2:29:47 Jenkins also what we can do is as part of our PRS and part of
2:29:51 our push and
2:29:52 everything else it might not be that we spend a ton of money
2:29:54 trying to go get
2:29:55 kids out of college it might be that we look at post-secondary

2:30:00 we’re spending time so looking at the individual who it is that
2:30:04 will give us
2:30:04 the most years of service with the strongest back I think that
2:30:08 that was
2:30:08 part of it that’s all and I think also that’s why I was going
2:30:11 with the other
2:30:12 request of who’s homegrown who do we have right so let’s start
2:30:16 identifying
2:30:16 that’s all so I appreciate that and you know with discussions we’ve

2:30:20 health care as a board you know mr. Susan that you and I are on
2:30:24 the same
2:30:25 page when it comes to that conversation so that you say that
2:30:27 again can you say
2:30:28 that it’s rare but it’s true but I I just wanted to hear what
2:30:39 the purpose of
2:30:39 it was if it was for that reason because I I I’m with you I
2:30:43 think it’s an
2:30:44 important conversation to have in order to retain those those
2:30:46 family members so

2:30:51 something all right we met this last Wednesday and got some
2:31:00 really great data
2:31:01 back specifically on hinge health and on surgery Plus and it
2:31:06 does look like we

2:31:15 this first year that
2:31:16 we’re really just finishing up the first year with surgery Plus
2:31:19 and the data that
2:31:20 gave us was only through April so or may so that was fantastic

2:31:25 there’s a couple of things that have really positive one the
2:31:27 savings to the
2:31:28 health care plan which benefits all of us not just all of us who
2:31:31 are on the
2:31:31 plan but all every employee because you know the less we have to
2:31:36 spend on
2:31:36 health care the more we have available for salaries and things
2:31:40 like that so but
2:31:42 the other part of that is that we’re getting people our
2:31:45 employees healthier
2:31:47 because maybe they were putting things off physical therapy
2:31:51 because of
2:31:52 scheduling and whatever and and as dr. Paul’s already alluded to
2:31:55 in shelf is
2:31:55 something that you can do from home and the same thing with
2:31:58 surgery class maybe
2:31:59 they’re putting it off because yes you know they can most of it
2:32:03 could be
2:32:03 covered through insurance but there’s still usually the
2:32:05 deductible you have to
2:32:06 meet and surgery plus because it’s zero cost the employee more
2:32:08 people are are
2:32:09 taking those steps they get that care and so it’s at lower cost
2:32:14 of them because
2:32:15 your cost of them it’s at lower cost to our plan also we’re
2:32:17 getting a healthier
2:32:18 employees and so seen some really great outcomes and I think
2:32:22 that so I
2:32:23 definitely could see that these are these are the right ways to
2:32:27 go and I’m
2:32:27 looking forward to seeing that continue at the number one if
2:32:31 they one thing
2:32:32 that’s very helpful to us and our decision-making is they they
2:32:36 ask the
2:32:36 people who take advantage of those services how did you hear
2:32:39 about it or
2:32:40 what was your path to using it and the number one way is word of
2:32:44 mouth so we’re
2:32:46 sending out email Antonio is so good at something but people
2:32:49 need to it’s it’s
2:32:50 the end user it’s just like on an Amazon you want to go to the
2:32:53 comments and you
2:32:53 filter out the people who are you can tell her kind of crazy but

2:32:56 people who seem to be saying you know like oh look they liked it
2:32:59 and so it
2:32:59 must be good so really that end user is who we’re so that’s so

2:33:05 know I just encouraging your employees if you’re listening and
2:33:07 you’re thinking
2:33:07 about taking care of yourself in those ways you’ve been putting
2:33:10 stuff off
2:33:10 please take a look at that and find it someone in your building

2:33:14 it because you’re probably with a number of people who have used
2:33:17 it you’re
2:33:17 probably gonna find some on your building and and just take a
2:33:20 look at it
2:33:21 because it’s really that made a big difference we don’t have a
2:33:23 lot of the
2:33:23 data from hello heart yet because it just launched but they are
2:33:25 going to be
2:33:25 giving us that update in July so when they do I’ll report back

2:33:54 for me and you know people realize it’s not it’s not it’s not a

2:33:59 again it’s it’s really it’s high quality doctors they’re walking

2:34:04 by step through the process which is it’s which is more hand-holding

2:34:08 usually get in a normal you know walk to surgery process and in
2:34:12 addition zero
2:34:14 cost I think we should actually use it need a back surgery go to
2:34:18 work for
2:34:18 Brevard Public Schools because you I think the programs we’ve
2:34:25 implemented are
2:34:27 going well and they’re saving everybody money well and and I
2:34:31 would share miss
2:34:32 Campbell it’s funny that you say during pre-planning somebody
2:34:34 might stand up and
2:34:35 say I use surgery plus I just talked to dr. Mullins this morning
2:34:38 you know we’ve
2:34:39 been really talking about the importance of educating our folks
2:34:43 about the ways
2:34:43 that they can more efficiently use our health plan and I just
2:34:47 talked to dr.
2:34:47 Mullins this morning about perhaps looking at some opportunity
2:34:50 during
2:34:50 pre-planning to really take some time to educate people on how
2:34:54 the choices that
2:34:55 they make impact the dollars that are available even down to
2:34:57 like the pharmacy
2:34:58 you choose and using surgery plus and and those types of things
2:35:02 and I will
2:35:03 just say as dr. Mullins alluded to earlier we we just finished
2:35:07 up my son’s
2:35:08 surgery three weeks ago maybe and dealt with surgery plus
2:35:12 through the entire
2:35:13 thing not only have I not paid anything out of pocket and he had
2:35:16 phenomenal
2:35:17 care but they also because the there was not a surgeon on the
2:35:21 north end of the
2:35:22 county that was part of surgery bus they also gave him a debit
2:35:26 card that they put
2:35:27 money on for gas and food for when he had to travel down to
2:35:31 Melbourne yeah so
2:35:33 I mean it’s not only you know and and like I said the care was
2:35:37 phenomenal the
2:35:39 doctor had a phenomenal reputation and so I I highly encourage
2:35:43 and one of the
2:35:44 things that I found and I don’t know if there’s a way that for
2:35:47 this to be
2:35:48 addressed or if it’s just a matter of educating our people to
2:35:50 ask the question
2:35:51 my pediatrician is the one that referred us to the orthopedic
2:35:54 surgeon and when
2:35:55 they referred me they referred me to I want to say Jew it over
2:36:02 in Lake Mary or
2:36:04 something like that and so but I called Cigna and I said hey my
2:36:09 son’s gotten a
2:36:09 referral to an orthopedic surgeon I don’t know do I talk to you
2:36:13 do I go
2:36:14 ahead and see the orthopedic surgeon I was referred to do I talk
2:36:16 to you first
2:36:17 how does this process work and they said no no we prefer that
2:36:21 you talk to us
2:36:21 first and let’s see if we can get him in with an orthopedic that
2:36:24 is part of
2:36:25 surgery plus but it took yeah yes yeah so what they should do it
2:36:32 every time
2:36:33 yeah a referral should hit Cigna Cigna should call the person
2:36:36 and say right so
2:36:37 I called surgery plus I said you know this is this is what’s
2:36:43 going on and so
2:36:44 it’s it’s not seamless you know what I mean it had I not taken
2:36:48 that stuff and
2:36:49 known about surgery plus then I would not have that exists in
2:36:52 other cases so
2:36:53 dr. 30 I don’t know if you hear the board but having Cigna get
2:36:56 the referral
2:36:57 in would make the phone call to the individual and say did you
2:37:00 know that
2:37:01 surgery plus is available and you can go here is a huge savings
2:37:05 point to hit you
2:37:07 hit it right there that is that does go on in other ones so just
2:37:10 tonight I mean
2:37:14 that that’s been recurring themes on SIAC yeah you know it’s one
2:37:17 thing for
2:37:17 district staff or even the principal whoever the health benefits
2:37:20 representative
2:37:21 is to stand up and say it but when when people are telling their
2:37:24 peers again
2:37:25 it’s the end-user hey this is this is all it’s cracked up to be
2:37:29 that’s really
2:37:29 gonna make a difference and ultimately you know we want to save
2:37:32 all of our
2:37:33 employees money but we also need a healthy workforce and so
2:37:36 these these
2:37:37 decisions and all the wellness activities this is this is
2:37:41 essential
2:37:41 yeah and because it keeps people at work healthy more productive
2:37:46 you know able to
2:37:47 walk around and without pain and all that worry and all that
2:37:51 stuff so I when
2:37:53 they did a little map talking about availability of doctors and
2:37:56 one of the
2:37:56 concerns we first started was are there gonna be enough doctors
2:37:59 in our area to
2:37:59 take care of this because they do do the gas cars are they gonna
2:38:01 send everybody
2:38:02 and they did a little map of where all the services have been
2:38:05 and and they are
2:38:05 predominantly in the county so very few people were having to
2:38:09 travel outside so
2:38:10 I think that network is has been useful for the people who are
2:38:13 taking advantage
2:38:14 of it and of course HENCH Health you can do from anywhere so
2:38:17 that’s great we did
2:38:19 HENCH Health too so trying to avoid the surgery we did HENCH
2:38:23 Health and then
2:38:24 ended up having to have the surgery anyway but it was a you know
2:38:27 it it could
2:38:28 have I ideally been cost avoidance that we not gotten to that
2:38:31 point so yeah
2:38:32 it’s good stuff yeah definitely good stuff absolutely anybody

2:40:16 discipline that I’ve
2:40:18 been hearing about from teachers across the district basically
2:40:24 when a student
2:40:26 gets needs to be disciplined they go to the office a lot of
2:40:29 times they come back
2:40:30 from the office with candy or in one of the instance I heard two
2:40:36 ice creams
2:40:40 basically what I’m hearing is is from the district they’re being
2:40:45 told no
2:40:45 because of risk ratio we’re not able to discipline this child
2:40:51 the same way and
2:40:52 if people don’t know what risk ratio is basically discipline is
2:40:58 being
2:40:58 determined based upon IEPs 504s race not the the bad behavior
2:41:08 that the child
2:41:09 showed I’m asking for the board to partner with the community
2:41:15 who is going
2:41:17 to ask the state legislature and the Board of Education to get
2:41:20 rid of risk
2:41:21 ratio because it’s only hurting our children it’s not helping
2:41:25 them they need
2:41:26 standards they need a level of expectation that this is how we
2:41:30 behave
2:41:30 in a classroom we need to support our teachers we need to
2:41:33 support our
2:41:34 administration the next thing is the budget again I’m going to
2:41:40 beg this board
2:41:41 to to change the way that they show the public the budget even
2:41:48 some of you have
2:41:49 mentioned that when you get the budget it doesn’t tell you
2:41:52 anything you know so
2:41:55 we the taxpayers deserve to know how how our money is spent and
2:41:59 when we’re not
2:42:01 seeing invoices we don’t know that and lastly in a couple days
2:42:07 it’ll be July
2:42:08 1st and in a couple days a few laws will be going into effect
2:42:14 and our school
2:42:15 district will be in violation of some of the books that we are
2:42:20 having that we
2:42:21 have in our libraries and our bathroom situation that’s going on
2:42:28 plus the LGBT
2:42:29 guidelines number seven will be in violation of the new law and
2:42:33 so it is
2:42:34 once again opening up our district to more and more litigation I

2:42:39 you guys to please fix these problems so that we are not wasting
2:42:45 money on lawyer
2:42:46 fees we don’t need all this litigation but what are parents

2:43:49 rally posted on
2:43:50 June 11th and it’s several times you ask about your rights as a
2:43:54 parent that your
2:43:56 child it’s fitting today as a follow-up to dr. Mullins
2:44:00 discussion that so many
2:44:05 concerns are were expressed about disciplinary problems at our
2:44:11 schools
2:44:12 imagine our frustration as we send our son sent our son off to
2:44:16 school where we
2:44:17 knew he was going to be bullied with the full knowledge of the
2:44:21 school board and
2:44:22 dr. Mullins each and every one of you knew about this we know
2:44:27 these incidences
2:44:28 are well documented including in writing and video as all of you
2:44:35 know we’ve been
2:44:37 through this with you many many times we’ve received almost no
2:44:41 response from
2:44:42 anyone
2:44:46 we’ve had our set we this bullying start at the beginning of
2:44:49 August 2021 and
2:44:50 continued until January 2022 when we were forced to move our son
2:44:54 from our
2:44:54 local school you know miss Michaud never attempted to protect
2:45:00 our son only ever
2:45:01 protected the boy a complete lack of discipline their
2:45:06 reaction for this child is documented he started a campaign of
2:45:13 harassment and
2:45:14 retaliation against our son
2:45:18 including having the entire OBE staff watch our child for
2:45:23 anything she could
2:45:25 use against him again miss Jenkins I heard you say school
2:45:29 safety was the highest priority you chastised other politicians
2:45:33 for not
2:45:34 attending but today I look at another group of politicians that
2:45:38 aren’t doing
2:45:38 anything so here I’m here to ask you the superintendent and the
2:45:44 rest of the
2:45:44 school board members to finally take matter seriously you know
2:45:48 our story the
2:45:49 whores miss Michaud put us through once our story got out in the
2:45:53 community
2:45:54 others started to tell us their horror stories of bullying abuse
2:45:57 and miss
2:45:58 Michaud I’m stopping your time so I’m not taking time away from

2:46:04 just I do need to address something we have a policy that we don’t

2:46:07 people individually either board members or throw out staff

2:47:10 an investigation been led into this matter have you given the

2:48:15 and bullying by
2:48:16 another stop and a lot of students towards my son the other a

2:48:21 reported said I said I’m going to hurt shoot and kill his mom
2:48:21 and his sister my
2:48:30 son was truly scared and turn to the adults in church for help
2:48:35 this trip was
2:48:37 no one-time incident with the specific students towards my son
2:48:42 this is students
2:48:44 arrest my son for months reading to bring a gun and kill my son
2:48:50 my daughter
2:48:50 who also attend ocean ocean breezes school and even me the
2:48:56 school had to be
2:48:57 locked on at least one because the same student claimed to have
2:49:02 a gun in his
2:49:03 backpack there is a even security bill inside the school for
2:49:08 this student
2:49:09 attempt to punch my kids I cannot tell you how disappointed I am
2:49:14 that this
2:49:15 incident and the entire situation was brought directly to the
2:49:19 principal no
2:49:20 name and a school board in fact in response to my purse pursuing
2:49:26 this issue
2:49:27 my son who previously had no records of behavior or bullying was
2:49:33 target and
2:49:33 arisen by the school administration after 10 days of my son
2:49:38 after 10 days my

2:51:28 constituent I live in district 2 for school board and I have two
2:51:32 children in
2:51:33 our public schools I do want to recognize what an amazing
2:51:37 program the
2:51:37 summer enrichment program has been my children enjoyed it I want
2:51:41 to address
2:51:42 some concerns that were brought up today in presentations
2:51:46 specifically the vaping
2:51:47 and drug concern amongst the students you had a student here
2:51:51 that shared
2:51:52 student-led initiative to bring awareness and solutions but was
2:51:56 cut off
2:51:57 during her public comment time I want to address mental health I’ve
2:52:02 come before
2:52:02 the board many times about the mental health concerns with the
2:52:05 code policies
2:52:06 that the board passed and the devastating effects that brought
2:52:10 on our
2:52:10 students and on their mental health but that fell in deaf ears
2:52:14 for the majority
2:52:15 of this board clearly bullying is also a mental health issue
2:52:19 that’s in our
2:52:20 schools as two parents just got up and shared I want to kind of
2:52:26 go back to the
2:52:27 conscious discipline and the 170 K in Oviedo what I was
2:52:32 referencing to was it
2:52:33 seemed the way that that contract was written the original one
2:52:36 is that there’s
2:52:38 variable expenses without there was a lump sum but there’s
2:52:42 variable expenses
2:52:43 for the transportation and hotel and lodging and food and I
2:52:49 understand that
2:52:51 this is an expansion of the contract the year-round contract but
2:52:55 my point was
2:52:56 that we’re not seeing where every dollar is spent on that and
2:52:59 the difference
2:52:59 between just making it clear between keeping it strictly mental
