Updates on the Fight for Quality Public Education in Brevard County, FL

2026-01-20 - School Board Work Session

3:00 .

40:20 quick overview we’ve got five minutes and so just keep that in

40:24 mind as we go

40:25 through but as we think about building our culture of wellness

40:28 this year there

40:29 is three pillars that I really wanted to make sure that we embed

40:32 in everything

40:32 that we do so as we go on to our slides and think about our

40:36 activities these

40:37 things were in the back of my mind and the first is education of

40:41 course that’s

40:41 going to be at the foundation of everything because we want our

40:45 staff to

40:45 understand why these things are important for them right

40:49 understanding

40:49 their own numbers and why that that should matter to them and

40:53 preventive

40:53 care but then also on the resources side so that’s also part of

40:57 what I will be

40:58 doing is sharing all of that information because they have so

41:01 much available to

41:02 them but I want to break it down little by little that way we

41:05 make it more

41:06 digestible and easy for them to use everything that they have

41:09 available to

41:10 them the second thing is engagement I really want to work this

41:13 year to build

41:13 more engagement individually with you know the daily things that

41:18 the staff is

41:19 doing and then of course district-wide in bigger events as well

41:24 and partnership

41:25 on the third pillar with partnership I want to partner more with

41:29 the wellness

41:30 champions on sites all of the district leadership to help

41:34 promote some of these

41:35 wellness initiatives and then of course community partnerships

41:38 to bring in

41:39 additional resources and activities for our staff to be able to

41:43 do all

41:43 throughout Brevard and so please keep in mind with this slide

41:49 that as I talk

41:50 about just the different quarters of the year again this is a

41:53 very broad overview

41:55 the calendar is more detailed but a couple of things there of

41:59 course I

42:00 wanted to fit everything in the time but as we go through all of

42:04 these things

42:04 this is a working draft as we work together and make wellness a

42:08 team effort

42:09 this year any you know feedback suggestions anything like that

42:13 it can be

42:14 edited so but what I wanted to share here is we want to think

42:18 about each

42:18 quarter as another wave of preventive care campaign so even

42:25 though each month

42:26 is a different wellness topic and you can see those at the top

42:30 those are based

42:31 on different health observances throughout the year so we’re

42:35 matching

42:35 that but even as we’re talking about different things we still

42:38 want to bring

42:39 it back to preventive care at the end of the day and so for

42:42 quarter one we’re

42:44 starting off strong with preventive care heart health and

42:47 nutrition to really get

42:48 the foundation and big six pay six going on our health literacy

42:53 and resources we

42:54 want them to be aware of different health screenings that they

42:57 can be doing

42:58 for preventive care how to understand their biometric numbers

43:01 how to use my

43:02 Cigna how to really know where should they be going is telehealth

43:07 better

43:07 should they be going to the urgent care versus ER different

43:10 things like that and

43:11 then activities to get more engagement we have our Google

43:14 challenge which is

43:16 currently happening we have more than 1,400 people already

43:19 signed up so that’s

43:20 really exciting and for February we will be doing the feel good

43:25 February and then

43:26 in March we will have the Space Coast wellness challenge for

43:29 feel good February

43:31 and Space Coast wellness challenge these are going to be free or

43:34 reduced cost

43:34 activities all throughout Brevard for all of our staff so it’s a

43:38 really great

43:39 partnership with the community to be able to bring that to them

43:42 and then

43:43 quarter two then we get into more financial well-being mental

43:47 health and

43:48 then in June men’s health so with this I really wanted to help

43:52 employees

43:53 understand more about insurance and how that relates to their

43:58 finances how to be

43:59 able to use their motivate me and get some of that back to them

44:03 of course

44:03 encourage them to use their EAP for mental health month and then

44:08 do a summer

44:09 preventive care campaign so as they go into the summer this is a

44:13 perfect time

44:13 for you to be able to go to the doctor and get those things if

44:16 you weren’t able

44:16 to do it throughout you know the first quarter and different

44:20 activities will

44:21 still be doing the Space Coast wellness challenge at that point

44:24 and I would love

44:25 to build some community partnerships to bring more summer

44:29 activities and then

44:30 for the financial well-being month which will be April that one

44:35 there’s also

44:35 community partnerships there I know Community Credit Union for

44:40 example they

44:40 do offer that and so I really want to bring that to our staff

44:44 quarter three

44:45 July is skin cancer awareness and then coming back into the fall

44:51 again another

44:52 preventive care campaign it’s a back-to-school this is a perfect

44:55 time

44:56 to take care of our immunity self-care and being able to even

45:00 visit the doctor

45:02 so again back to our health screenings we want to you know

45:06 figure out how to

45:07 use my signal how to find a doctor all of these great things

45:11 throughout the

45:12 summer - we have the diabetes self-management program that if

45:17 all of

45:18 that you know gets approved by the team we will have that so

45:21 that’ll be

45:21 wonderful I would love to do a fall wellness festival which is

45:25 essentially a

45:26 health fair but make it more fun attractive for families and of

45:30 course a

45:31 walk tober challenge which was a huge hit last year so we will

45:35 be doing that

45:36 again fourth quarter is ending the year on a great wellness note

45:41 we still will

45:41 have that walk tober challenge going on and then we can end up

45:46 in the year doing

45:48 another - Milo like we did last year or we can actually do other

45:52 things like a

45:52 sports day bringing community partners and you know share some

45:57 more wellness

45:58 resources there that quarter is more about the breast and

46:02 cervical cancer for

46:03 women’s health month in October and then healthy I’m so sorry

46:07 healthy holidays

46:09 because as we really think about our staff and diabetes and head

46:14 lip pressure

46:14 the holidays is that time where we’re eating all of that salt

46:17 and the sugar

46:18 and so I really want that to be a part of the campaign to make

46:22 sure that you

46:23 know everything that we’ve worked for you know continues during

46:26 the holidays

46:27 as well and then preparing for the following year so I just

46:31 wanted to end

46:31 it here with the great initiative feel good February that we are

46:35 partnering

46:36 with get healthy Brevard for in February next month for heart

46:40 health month and

46:42 basically this is a free and low-cost activities that will be

46:47 available to all

46:48 of the Brevard community and of course I’ll be sharing this with

46:52 our staff is a

46:54 collaboration done from the Florida Department of Health in Brevard

46:57 County

46:58 UF IFAS extension in Brevard County tobacco free Brevard and

47:03 running zone

47:03 along with us and basically it includes all of those free

47:08 activities like group

47:08 walks out through our Brevard Zumba yoga do planting even a

47:13 beach cleanup and all

47:14 of that leading to a community health fair on Saturday February

47:18 28th so that

47:20 will be a great supplement to our go gold challenge because

47:24 these are

47:25 activities that will be after hours they can do it after work or

47:27 on the weekends

47:28 and so you know it doesn’t take a lot of the time throughout the

47:31 day and because

47:32 they’re so busy so it’s a really good way to get their cardio up

47:38 for February

47:38 and we’re really looking forward to that okay well thank you

47:43 hopefully I was able

47:44 to get those five minutes so thank you so much for everything

47:49 that you all are

47:49 doing we really are trying to make wellness a team effort this

47:52 year so if

47:53 you have any thoughts or questions anything please do let us

47:57 know thank you

47:57 well members any questions yeah I just think it would be a good

48:02 time to remind

48:03 the board that it’s not too late to sign up for the go gold

48:05 challenge it started

48:06 yesterday but I have to say after our record our record

48:10 placement and the

48:11 walk to over challenge I think we’ve ever scored so high as a

48:14 team Lena’s

48:15 already sent us out the invitation I’m enjoying the team yet but

48:17 I’m signed up

48:17 you know now if you’re not gonna walk don’t sign up you don’t

48:20 want to ruin our

48:20 average but bored and I think the legal staff we usually join

48:25 together and but

48:26 not just because not just for the honor and fame of it but

48:30 honestly I’ve always

48:31 thought we should do this to set a good example for our staff

48:34 that leadership

48:35 values our health and we want to set an example for

48:38 participating in these

48:40 challenges and for participating in the events and so I always

48:43 appreciate that

48:44 you guys include us in this process and I from the people who

48:49 engage they love

48:51 these they do they really encourage one another I think the

48:54 challenge is how do

48:54 we get more people who aren’t engaged engaged so and I think we’ve

48:59 got these

49:00 wellness coordinators at every site that are the liaisons and I

49:03 think that’s

49:04 gonna be it because you consider bajillion emails and people won’t

49:07 sign

49:07 up but it’s how do you get the newbies who’ve never been apart

49:10 to get excited

49:12 about joining like some of their their colleagues are so keep up

49:18 the good work

49:19 thank you thank you so much so good John you had some I was just

49:27 gonna say I

49:27 signed up I don’t know about you guys but so thank you so much

49:33 and you deal

49:35 with specifically those programs that are fun that are you know

49:38 I mean

49:38 everybody goes and they run and they do all those things thank

49:40 you for that

49:41 because that’s part of the overall I wanted everybody to also

49:44 understand that

49:45 we are moving to a high screening health care plan next year

49:48 which is what not

49:50 what she does but engaging with those local sites to literally

49:55 drive the

49:56 conversations around having your colonoscopies your mammograms

50:00 everything else to make sure that the percentages of the people

50:03 who are taking

50:03 them take them because we’re finding that the people who don’t

50:06 take them are

50:07 coming in in stage threes and fours cancers and stuff like that

50:09 we got to

50:10 catch those early right so I wanted to say this is a real

50:12 specific good portion

50:14 of our plan and thank you so much for coming in front of us and

50:16 talking about

50:17 the 5k’s and everything else the reduction in diabetes we

50:20 appreciate that

50:21 because getting that information out is great I do concur with mrs.

50:25 Campbell and

50:26 the fact that we could help drive this a little bit more and I’m

50:29 guilty as

50:29 anybody else by not promoting what you do so I look forward to

50:33 working with you

50:33 thank you yes and I definitely do agree and we will try to get

50:37 some of the

50:38 education out of those health screenings we really want to

50:41 collaborate to get all

50:42 of those numbers yeah we’re gonna we’re gonna work on it too I

50:44 think the idea is

50:45 is that we we have to honor the people that are at each one of

50:49 the locations to

50:50 give them a little bit more revenue so that they become the

50:52 point contact for

50:53 everybody else and then we move from there I would also say that

50:56 some of our

50:56 fairs that we could set up we could also set up with our health

51:00 first and other

51:00 partners to have those educational pieces you’re only one person

51:04 right so

51:04 we create that but that’s all in part of what we’re doing and

51:07 Ryan I appreciate

51:08 all your work thank you you’ll notice this kind of was

51:14 challenged with the

51:15 kind of a two-prong effect one of its educational and other part

51:18 is

51:18 actually physical right so I want to educate our employees then

51:20 we were

51:21 actually get them moving and then she’s also been championed

51:24 with really work

51:26 with our Wells coordinators at the sites like you said the more

51:29 people we get

51:29 involved better just really getting people moving it’s more of

51:32 the amounts

51:33 prevention pound a cure type of mentality she we did secure some

51:38 funding

51:39 out of our last end of year Cigna dollars last year so we did

51:43 secure some

51:43 funding to give some more money to our wellness champions at the

51:47 sites with

51:47 that we’re gonna be asking them to do a little bit more we also

51:51 the big flags

51:52 are the new thing so we bought some wellness flags for each site

51:55 so when

51:56 there’s a wellness activity going on when they walk into school

51:58 they’re gonna

51:59 see the wellness activity flag knowing what we’re doing

52:01 something today what

52:01 are we doing that type of thing it’s just all okay get trying to

52:05 educate our

52:05 employees and then also just get a moving good it’s each you

52:09 know how the

52:10 teachers union stands up and gives a presentation every faculty

52:14 meeting and

52:14 stuff like that our wellness coordinators pretty soon we’ll

52:17 start to

52:17 do that on various things so we’ll be you know executing 86

52:21 schools at the

52:22 same time as you have Cigna and everybody else working it’s

52:25 going to be

52:25 amazing so it’s all coming thank you thank you thank you have a

52:29 wonderful day

52:30 you too

52:36 mr. Ryan if you can give an update on the Bexa that is happening

52:41 because I’m

52:41 getting a lot of so Bexa is our our breast cancer screening that

52:48 we’re doing

52:49 at the sites where a vendors coming back some vendors coming in

52:53 and they’re gonna

52:54 be doing painless no radiation breast exams for our employees 35

53:03 and older

53:04 really trying to get focus on those catch them early so that’s

53:08 why we loaded

53:09 down to 35 we’re gonna start here in February I thought maybe it’d

53:13 be best if

53:13 we started here at the ESF so we could work through any kinks

53:16 before we start

53:17 pushing them out to the sites we had we had I believe it was 40

53:21 48 or something

53:22 like that appointments for over three days and it was so that we

53:26 opened it at

53:26 10 by noon all the all the slots were taken so if we have that

53:32 kind of support

53:32 at the schools we might you know revisit different sites to just

53:37 make sure

53:38 everybody gets this opportunity what the back say is it’s it’s

53:41 it’s not a

53:42 substitute for a mammogram it’s more of a confidence check

53:45 allows you to you

53:46 know feel good that they didn’t see any abnormalities in your in

53:50 your breast

53:50 tissue so and if they do then you do have to go on and see your

53:54 your

53:54 caregiver but we’ve also with that we’ve pent Park partnered

53:58 with lantern who’s

53:59 going to also help walk people through those those types of

54:02 things so really

54:03 some great some great things we’re fighting for our employees in

54:06 the way it

54:07 works just so you guys know is is that a mammogram is done in a

54:09 certain way that

54:10 is invasive to female this is to capture the 30 extra percent of

54:14 people who

54:15 aren’t taking those mammograms and it’s done with a small device

54:19 it’s done in

54:19 under 30 minutes non-invasive and it has a 2% follow-up so we’re

54:24 excited I heard

54:25 that the numbers were pretty good there are some people just so

54:28 you guys know if

54:29 you ask around that currently have family members and one of the

54:33 issues

54:33 we’re dealing with right now is is that the the screening

54:37 protocol is above 40

54:38 years old a woman only has to go every two years to get a

54:41 screening but we know

54:42 a lot of people who have but we know a lot of people who have

54:47 actually

54:48 contracted cancer in between the first and second year and that’s

54:52 part of this

54:53 is to allow those individuals that if they want to get a really

54:57 nice check

54:57 they can go do that and it also is to capture those 30% of women

55:01 who have not

55:01 taken their breast exam so thank you so much

55:03 dr. indell thank you for spearheading this and we just clarify

55:06 if nobody else

55:07 has figured it out basically we were taking the service to the

55:10 employees to

55:11 the work site yep it’s similar to like when we offer flu shots

55:14 you know you can

55:15 go get your flu shot at a clinic but you have to take time out

55:17 of your day to go

55:18 do that so when we offer flu shots at the work site the

55:21 appointments tend to

55:22 fill up so it’s the same sort of thing we’re bringing the

55:24 service to the

55:25 employees work site so you don’t have to take time off to go

55:28 anywhere for

55:29 teachers it could be done during their planning period or you

55:32 know before school

55:33 after school during lunch that kind of thing so taking a service

55:36 directly to

55:36 our employees so that they don’t have to go out and do it on

55:39 their own and

55:40 hopefully you know we’ll catch anybody early so that they can

55:44 you know receive

55:45 the proper treatment and that’s the other thing about that’s the

55:49 other thing

55:49 about it is is that once somebody is found as part of that 2%

55:53 that’s found

55:54 positive the speed to care is that much quicker and that’s

55:57 something that we’ve

55:57 been working on F like and I’ll just be completely honest when I

56:02 had my health

56:02 issues Cigna does not receive that claim so here’s what happens

56:06 I have a health

56:07 issue say on November 1st Cigna does not receive that claim from

56:11 our carriers our

56:13 hospital networks for between 30 to 60 days while that’s

56:17 happening I’ve already

56:18 gone to all of my proceedings I’ve already done all my stuff so

56:21 by the time

56:22 Cigna engages it’s 30 to 60 days later it’s not a very you know

56:25 engaging

56:26 opportunity so we’re trying to reduce that amount of time to

56:29 care and to have

56:30 those people engage that’s what lantern care is that’s what Bexa

56:33 is that’s what

56:34 our wellness centers are those those opportunities and it’s no

56:38 no shot out to

56:39 Cigna at all this is just when they receive it and that’s when

56:41 they’re

56:41 supposed to so we’re also working with the hospital networks to

56:44 reduce that

56:45 amount of time from the time that you have somebody go in and be

56:48 test positive

56:49 for something or have to come back to the time of treatment it’s

56:51 significantly

56:52 saves because every stage of cancer is another hundred thousand

56:55 dollars in cost

56:56 and anxiety and lost time off of work and everything else so

56:59 that’s why this

57:00 is important that’s that’s what this attacks and that’s why it’s

57:03 important so

57:03 thank you so much mr. different appreciate it thank you all

57:07 right dr.

57:07 Rendell do you want me to take this one or you got it so thank

57:11 you mr. chair the

57:12 next is a discussion of the greater Florida consortium of school

57:15 boards we

57:15 are a member of that consortium their proposed federal

57:19 legislative program or

57:20 agenda I’m going to turn it over to mrs. Campbell but in short

57:25 as a member

57:26 district we get to review the legislative agenda or platform

57:30 program

57:30 and if we have any part of the platform that we disagree with

57:33 they will remove

57:35 it but we have to review that so given mrs. Campbell the

57:39 opportunity to take it

57:40 from here so we just like we did with the state legislative

57:47 agenda if there’s

57:48 anything we can’t remember we can’t edit right any line it’s

57:51 either like a whole

57:52 item comes out I in reviewing this I didn’t really see anything

57:56 that I had a

57:56 problem with every single one of them is a funding thing it’s

58:00 either to clarify

58:01 or to shore up I do want to point out because this has been a

58:06 part of the

58:06 cause of that which is our federal FSB as part of the federal

58:10 organization or

58:10 the national organization cause of a consortium of state school

58:14 board

58:15 association associations they have this about IDEA just one

58:19 thing the IDEA IDEA

58:21 law actually says that the federal government will will support

58:26 do full

58:26 funding is 40% and then the states have to make up the other 60%

58:29 it’s never been

58:30 40% it’s like 15% so the states are having to make up the rest

58:33 that funny or

58:34 districts are having to make up the rest that funding so that’s

58:36 why that

58:36 clarification is cost of it has asked for that every year the

58:40 consortium’s

58:40 asking for the federal government to do what they actually wrote

58:42 in the law they

58:42 said they would do it which is to cover IDEA which is our

58:46 special ed you know

58:47 ESC services funding at this federal full funding amount which

58:52 is 40% so I I

58:54 did not see anything but if any board member has anything we we

58:58 want to make

58:58 sure we vote on it tonight it’s on our agenda tonight to vote on

59:02 as is or with

59:03 any changes that we make today and then we can respond to the

59:07 consortium letting

59:08 them know that we’ve reviewed it and we’re we’re good to go we

59:13 have changes I

59:14 received some calls on this one but the things that were

59:17 mentioned were not

59:18 inside of the document that is here so I think I’m okay with

59:21 what it is anybody

59:21 else have any other questions we can only remove we can’t add

59:27 right if you

59:29 want to add you gotta go to the meeting and in the fall this is

59:32 actually a new

59:33 thing I don’t think they’ve done a federal one before with the

59:36 consortium

59:37 so when it comes time next year for them to develop it they’re

59:41 gonna do it I

59:42 think on the same weekend when they do it it’s an August when

59:45 the consortium

59:46 meets to develop their legislative platform so be great if you’re

59:49 interested I mean any of us can go and be a part so if no

59:54 changes then we’ll

59:55 just leave that item for the agenda tonight to officially

59:59 approve on the

1:00:00 action agenda I think it is and then after that then I’ll be

1:00:04 happy to email

1:00:05 my name whoever it is that sent us this email emails in my box

1:00:14 right now and let

1:00:15 him know that we officially voted to approve it tonight thanks

1:00:18 or his

1:00:19 secretary is there one yeah okay Tom Sarah Tom she does all the

1:00:27 work so and I

1:00:28 don’t mind publicly telling that so we’ll be sending an email to

1:00:32 her so

1:00:33 thank you all right next up is our general counsel’s evaluation

1:00:37 I know some

1:00:38 of you guys wanted to have some changes I appreciate miss Wright

1:00:41 and others who

1:00:42 have spearheaded this effort and said that you know what I mean

1:00:45 there’s some

1:00:45 changes that we need we all agreed so now is the opportunity to

1:00:48 do so so that

1:00:49 we can have an effective change to the contract and stuff like

1:00:53 that

1:00:53 mr. Gibbs had indicated that some of the changes that you guys

1:00:57 have wanted to

1:00:58 make in the past could be changed on his evaluation this year

1:01:02 and be part of it

1:01:03 but I still want to give him that opportunity that if we make

1:01:06 changes to

1:01:06 the contract being the fact that we’re almost two-thirds of the

1:01:09 way through the

1:01:09 contract that if it’s something that he doesn’t feel like we

1:01:12 could substantially

1:01:12 evaluate him and give a true score on then I think that give him

1:01:16 the

1:01:16 opportunity to voice those concerns and I have no problem

1:01:20 pushing those if they

1:01:21 do to the next evaluation so with that said I’d like to give the

1:01:24 floor to

1:01:25 whoever wants to go first and any evaluation changes as I am the

1:01:28 chair and

1:01:29 always go last okay you and you and miss Campbell have your

1:01:33 stuff ready in the

1:01:34 hand so I think two are the ones thank you thank you Lena for

1:01:41 collecting the

1:01:42 evaluations from the other surrounding counties I think there

1:01:44 were some good

1:01:44 ideas and some things that we could pull into our evaluation I’ll

1:01:47 be the first

1:01:48 one to say I absolutely hate Smartsheet so I’m not a fan of that

1:01:51 platform and

1:01:52 it’s probably a me issue because of the technology there

1:01:55 whatever when I went

1:01:56 through the the different evaluations that were available to us

1:01:59 there were

1:01:59 some good things that I liked that I think we should bring in

1:02:03 honestly

1:02:03 Pinellas which looks like I guess this one that’s printed out

1:02:07 okay is that Lee

1:02:10 alright sorry Pinellas is the the one that I really liked I’m

1:02:13 like every

1:02:14 single one of those questions really pertains to our

1:02:16 relationship with our

1:02:17 school board attorney I felt like that evaluation was spot-on

1:02:21 the one thing I

1:02:22 didn’t see in there that I would like to see is that there I

1:02:28 think OCPS was the

1:02:29 one that had a note about developing leadership and subordinates

1:02:33 that are

1:02:33 under you I think that’s a good skill that any good leader

1:02:36 should do is they

1:02:36 should work with the team that’s under them to help rise them up

1:02:39 right I think

1:02:39 that should be an evaluation part of this and I also like the

1:02:43 fact that they

1:02:44 had not observed because there are times when we do pulse

1:02:47 evaluation I’m like well

1:02:48 I don’t know and I don’t have a not observed we can only

1:02:50 evaluate one two

1:02:51 three or four and I there’s no way for me to say na we you got

1:02:55 to give it

1:02:55 something right and then that kind of goes against him so I

1:02:58 think that that we

1:02:59 need to be able to have that option of not observed in here my

1:03:02 personal

1:03:03 feelings are if we were gonna pick any of these to kind of

1:03:06 duplicate it off of

1:03:07 I really really like Pinellas and there was literally I think

1:03:12 with the

1:03:12 exception of deleting 3.3 and 3.4 I think those were specific to

1:03:17 Pinellas

1:03:18 I’m not really sure yeah I’m like I’m not sure what this I don’t

1:03:23 know what

1:03:23 that is so it looks like it’s specific to them but other than

1:03:29 yeah there was

1:03:30 also is this the one that also had made reference to a

1:03:34 newsletter yes um 4.8 yes

1:03:38 4.8 and I was like and I that’s probably not a necessary thing

1:03:41 to do I do like

1:03:42 the the update though I mean if there’s legal matters that are

1:03:46 pertaining to

1:03:46 school boards you know litigation that’s pending things that are

1:03:49 going on that

1:03:49 are it’s going to impact us that’s useful for us to know ahead

1:03:53 of time so

1:03:53 we can get ahead of a policy that we might need to you know

1:03:56 change or create

1:03:57 or whatever so that’s really where I land on this is if I were

1:03:59 gonna pick in

1:04:00 these evaluation tools I would take Pinellas and I would delete

1:04:03 3.3 and 3.4

1:04:04 if the board obviously asking Paul to create a newsletter might

1:04:08 be he might go

1:04:09 one more thing lovely so that may not be something that you have

1:04:13 interest in

1:04:13 doing and then also to make sure we have the ability to to say

1:04:18 not observed in

1:04:20 the evaluation tool so that it doesn’t go against him because we

1:04:24 didn’t see it

1:04:25 I go ahead okay yep we’re kind of open yeah conversation so I

1:04:32 there’s three

1:04:33 things that I definitely want to see as we are moving forward

1:04:38 one is I think we

1:04:39 need to go to a five-point scale we have a four-point scale now

1:04:42 right which is in

1:04:43 contrast to what we do for the superintendent’s evaluation we

1:04:46 use a

1:04:46 five-point scale and I think it makes sense because we we have a

1:04:51 little extra

1:04:52 wiggle room you know because I it’s it’s always hard where do

1:04:56 you put that four

1:04:57 three two one so I think a five-point scale is better which the

1:05:01 lead the one

1:05:03 that I asked Lena to print for everybody is this one that’s the

1:05:06 Lee County one

1:05:07 and I also go also asked her to print Paul’s last one so we can

1:05:10 take a look we

1:05:11 can have that fresh in our minds but the the Pinellas one also

1:05:16 has a

1:05:16 five-point scale but what it has is both the Lee County and the

1:05:21 Pinellas one

1:05:22 simplify it in that you’re giving a score for a whole category

1:05:28 rather than a

1:05:29 score for every actually the Lee County one does it the Pinellas

1:05:33 one has it

1:05:34 you’re giving a score for a whole category so which makes it a

1:05:37 little bit

1:05:38 simpler for us but I also like the not observed if we’re going

1:05:43 to do line item

1:05:45 by line item I think it would you wouldn’t need to not observe

1:05:47 if you’re

1:05:48 gonna give a score for a whole category right but if we’re gonna

1:05:51 do something

1:05:52 like what we have currently or like the Lee County one that I

1:05:56 actually into

1:05:57 print for us I think we definitely to have not observed so that

1:06:00 would be one

1:06:01 thing five-point scale not observed but then the other thing is

1:06:04 we have in the

1:06:05 past asked cabinet to do anonymous to ask them to kind of give

1:06:10 their feedback

1:06:10 on the general counsel because then and then we get those kind

1:06:16 of some together

1:06:18 then they send it to us before we do it so we get his self-evaluation

1:06:21 get to the

1:06:21 cabinet has to say because then some of the things that we haven’t

1:06:24 observed we

1:06:25 get the cabinet to say yes Paul is doing this isn’t this which

1:06:28 sometimes is

1:06:29 behind-the-scenes maybe now that we have the assistant general

1:06:32 counsel that’s not

1:06:33 as necessary because before the general counsel was kind of

1:06:35 having to sometimes

1:06:36 do dual roles but that’s a possibility but I I liked Lee because

1:06:46 it did have

1:06:49 just it was just seemed a little bit simpler and I feel like we

1:06:52 from what we

1:06:53 did I was trying to think of the objections that the board had

1:06:55 to what

1:06:55 we’re using I feel like one going to a five-point scale and to

1:06:59 getting some

1:06:59 staff feedback would help us with some of the problems we had

1:07:02 with it but Lee

1:07:04 seemed simple the only thing that’s problem that I have a

1:07:07 problem with Lee

1:07:08 is if you look at 3c it says effectively representative of the

1:07:12 board with the

1:07:12 public and we do not have the expectation that our general

1:07:15 counsel

1:07:15 will be going out to the public and talking on our behalf that’s

1:07:18 not in his

1:07:18 job description that’s the chair and the superintendent’s role

1:07:21 so definitely would

1:07:23 not and some of the other ones I can’t remember if Pinellas had

1:07:25 I’ll have to

1:07:26 look some of the other ones also had that role so it definitely

1:07:29 would remove

1:07:30 anything that talked about the general counsel yeah I’m okay

1:07:36 with with Pinellas

1:07:38 I just wanted us to go to something simpler what let me ask you

1:07:42 this what if

1:07:43 we took the same type of formatting that Lee has here like the

1:07:47 performance one

1:07:48 and then so we just imposed the type the quite I really like the

1:07:53 questions that

1:07:54 Pinellas asked I think that those ones were it’s a little more

1:07:58 in depth than

1:07:58 Lee’s I think I like I mean Lee’s is very I am I wrote it’s very

1:08:03 minimal like

1:08:04 it’s it’s a simple form and it’s easy but I think this one

1:08:08 covers yeah so what

1:08:10 if we did that what if we just took and plugged in what is

1:08:12 written in here under

1:08:15 Pinellas into the format of Lee so that there so that we’re

1:08:19 giving a score on

1:08:20 every line it would end up being the same kind of and then we’re

1:08:25 kind of

1:08:25 going back to what we have now except it’s a five-point scale I

1:08:28 mean what’s

1:08:29 what’s the difference between Pinellas and what we have now

1:08:32 except for the

1:08:32 five-point scale versus a four-point scale it’s not on a smart

1:08:35 sheet that’s a

1:08:35 major one for me other than formatting the problems with a smart

1:08:43 sheet are just

1:08:43 technical technological things I think we can get past just some

1:08:47 growing curves

1:08:47 yeah well and again that’s some of these questions like what we

1:08:52 have and this is

1:08:52 been my biggest argument all along was these are questions we

1:08:55 can’t answer

1:08:56 because we don’t interact with mr. Gibbs in these manners so I’m

1:08:58 like how are we

1:08:59 supposed to answer that question but I have written right so

1:09:02 that’s why I just

1:09:03 think that the questions that are on his evaluation needs to pertain

1:09:06 to the

1:09:06 relationship we have with the school board’s attorney yes and

1:09:08 and the duties

1:09:09 that he he carries out on behalf of the board you know not so

1:09:12 much behalf of the

1:09:13 district they were more more questions that would be posed for

1:09:16 the district to

1:09:16 ask him not so much us I’m in agreement with this right as far

1:09:26 as Pinellas using

1:09:28 that format with the changes that she’s offered I like the idea

1:09:31 of not having

1:09:32 them not observed as well because I think it’s hugely important

1:09:36 and I also

1:09:36 like the idea of having the staff evaluation ahead of time

1:09:39 because if we

1:09:39 don’t evaluate if he doesn’t get evaluated on those categories

1:09:42 that we

1:09:43 don’t necessarily see he’s not every day there’s no way he’s not

1:09:47 gonna be

1:09:47 evaluated at all in those categories so getting some kind of

1:09:50 feedback even if

1:09:50 though even if we don’t personally observe it getting some

1:09:53 feedback so if

1:09:54 we see something we need to do some further investigation on or

1:09:56 what have you

1:09:57 if there’s something we can do that but at least we have some

1:09:59 feedback because

1:10:00 that way he’s being he’s being you know evaluated on those

1:10:04 categories because if

1:10:06 we don’t do it who will so right if I may on that topic it’s it’s

1:10:14 kind of

1:10:15 difficult right because when we ask staff and I agree with you

1:10:19 100% if

1:10:20 you’re gonna have it on here how are we supposed to know what

1:10:22 they’re saying but

1:10:24 it it is indicative of possibly one or two or three people

1:10:27 giving their voice

1:10:29 when not other people I’m along the lines with Megan that a lot

1:10:32 of these

1:10:32 don’t even pertain to our daily operation and some of them

1:10:36 should be

1:10:37 removed you know I mean I would like to hear back from people I

1:10:41 think what we

1:10:42 should do is is if we’re gonna say it not just work does he work

1:10:45 collaboratively

1:10:46 with school and district personnel but maybe we develop a couple

1:10:49 of questions

1:10:49 for them to actually fill out maybe and give an example and

1:10:52 stuff like that does

1:10:52 that make sense to you so that they can actually refer back and

1:10:56 then we can have

1:10:56 some sustainable or we just mix the entire question and so

1:11:00 worried about it

1:11:00 yes there’s an important category though as far as how he

1:11:04 interacts with this

1:11:04 status we don’t get some kind of right we don’t get some kind of

1:11:07 I just want it

1:11:07 just like everybody else I want it to be sustained like you know

1:11:11 we have to have

1:11:12 some metrics on it and I think that’s fair to either do it the

1:11:15 right way or

1:11:15 pull it right now so that’s up to you guys what I was thinking

1:11:18 was actually

1:11:18 would send them whatever tool we end up like we send them the

1:11:23 tool to say you

1:11:23 fill it out and then we don’t have to ask specific questions and

1:11:27 they can also

1:11:27 have the not observed option also send them the tool of this

1:11:32 whatever tool we

1:11:33 settle to them right not all of them will right well that’s I’m

1:11:37 saying if we

1:11:37 add the not observed if we’re gonna do like miss Wright said and

1:11:41 instead of

1:11:42 doing one at the bottom where you circle one through five which

1:11:45 is super extra

1:11:45 simple actually don’t mind that one either but it but if you

1:11:48 want to do a

1:11:49 one through five on every item and include the not observed

1:11:53 option they

1:11:53 would have that too and we’ll have to figure out how to do the

1:11:56 math with us I

1:11:57 mean really we did we don’t really see the superintendent on a

1:11:59 daily basis how

1:12:00 he interacts with staff but we have more interaction with the

1:12:03 staff his staff on

1:12:04 a daily basis to get an idea of how he interacts you know we may

1:12:07 not have this

1:12:07 much interactive interaction with miss with mr. Gibbs staff so

1:12:11 there’s got to

1:12:13 be some way of getting that information and being able to

1:12:16 evaluate it would you

1:12:17 like to give dr. Rendell the opportunity since it’s his staff to

1:12:21 kind of come up

1:12:22 with a plan in that regard yeah because I think that

1:12:26 his his interactions are different than ours he might have a

1:12:30 better

1:12:30 understanding of that just a thought doctor and I’ll start to

1:12:33 throw you on

1:12:34 the mat no I feel like if you there were two questions or

1:12:37 whatever sets of

1:12:38 questions for interactions with staff or relationships with

1:12:40 staff or

1:12:41 responsiveness whatever those questions are we could give those

1:12:45 out to the

1:12:45 cabinet members and his direct staff they could rate and then we’d

1:12:49 give you

1:12:49 like an overall rating to share and you guys could include that

1:12:54 or not include

1:12:54 that okay so mr. Gibbs you have any thoughts about the Pinellas

1:13:02 plan and

1:13:04 adjusting it as we talked about I looked over all the ones that

1:13:09 were provided and

1:13:10 I think Lee is very short and succinct some of it like you’ve

1:13:14 mentioned I don’t

1:13:15 think applies to me so much like the public and news media even

1:13:18 Pinellas I

1:13:19 think has one about news media it does 4.3 would be struck

1:13:23 something I don’t do

1:13:24 I always no comment whenever media questions come up that’s the

1:13:28 way I

1:13:28 prefer our legal issues to be handled outside of the media we

1:13:32 don’t litigate

1:13:33 the media I know we have staff who are charged with the media

1:13:38 interactions and

1:13:39 I yeah I think everything over there I don’t think anybody any

1:13:42 media stuff

1:13:43 needs to be I think something that I didn’t really see in any of

1:13:47 this is like

1:13:47 responsibility for checking on agenda items I mean that’s

1:13:51 something that is

1:13:51 directly impacting the board so I would there’s just my side is

1:13:56 I think you

1:13:57 should look to add some sort of like agenda responsible issues

1:14:03 there and then

1:14:04 I also had some other ones that I that I thought were pertaining

1:14:07 specifically to

1:14:08 you that we are a little bit different than Pinellas in but if

1:14:12 you guys so I’m

1:14:14 hearing five-point scale not observed feedback on the general

1:14:19 council from

1:14:19 staff right yeah and then utilizing the Pinellas questions

1:14:26 inside of the leaf

1:14:27 format is kind of what you were you wanted miss I think that

1:14:30 that would be

1:14:31 good we’re gonna have to strike some of the several of these so

1:14:33 three four three

1:14:33 three point four four point three those are all gonna have to

1:14:35 come out four

1:14:36 point eight mark down also four point eight unless he wants to

1:14:40 make a

1:14:40 newsletter that’s you know if there’s a if there’s a way that

1:14:53 you guys can email

1:14:54 in what changes you would like right okay and then Paul and I if

1:14:58 you guys

1:14:59 would give me the respect I’ll meet with Paul kind of put it all

1:15:02 together

1:15:02 resend it back out to you guys for a final go ahead and then

1:15:06 would you let’s

1:15:07 like to bring it to the next school board meeting for final

1:15:09 approval or do

1:15:09 you guys want to just do it approve it through the emails well I

1:15:13 the only thing

1:15:14 that we didn’t sorry the only thing we didn’t hammer out if we’re

1:15:17 gonna we

1:15:17 could kind of all agree to remove three point three three point

1:15:20 four four point

1:15:21 three four point eight if you wanted to add an item yeah let’s

1:15:25 let’s just do

1:15:26 that right now and then you guys all you guys are doing is

1:15:28 formatting because I

1:15:29 think we can kind of get approval and not have to wait one of

1:15:32 the manatee has

1:15:33 a line in there that I really would like to see on there but the

1:15:35 school board

1:15:35 attorney is effective and helpful during meetings I think that’s

1:15:38 useful because

1:15:39 he’s obviously we need to know that right is that that’s on the

1:15:42 man it’s on

1:15:43 the manatee one but I think it would probably go I’m trying to

1:15:45 figure out

1:15:45 where I would go on this format for it’s so standard one one

1:15:55 point four he

1:15:55 provides useful legal counsel during board meetings and one

1:15:58 point five he

1:15:58 serves as pawn for a parliamentarian for the board I think we

1:16:00 kind of already

1:16:01 have that okay yeah that’s true okay but it would definitely go

1:16:06 under standard

1:16:07 one so that we didn’t have so it wouldn’t go under accessibility

1:16:12 and

1:16:12 responsiveness but where would we put that about the agendas you

1:16:20 have a gender

1:16:21 management running all of the other little things

1:16:32 so this is only 207 I say let’s just get this hammered out we

1:16:36 don’t have to bring

1:16:37 it back and then all that you guys are talking about is like but

1:16:40 you guys are

1:16:40 gonna officially have to vote on that that was my question come

1:16:44 back yeah we

1:16:45 have I mean we we want we want whatever the finalized meeting

1:16:50 okay yeah so we

1:16:51 have to bring it back that’s why I was saying there’s a couple

1:16:54 of little tweaks

1:16:55 there’s regarding the extra duties as far as dealing with the

1:17:00 public speaking

1:17:02 the agenda I mean there’s there’s notes afterwards that he’s

1:17:06 taking there’s a

1:17:06 lot of little things if you guys will let me add that with them

1:17:09 we can take

1:17:10 the three point threes and four point eights out of it and then

1:17:13 we can put it

1:17:14 together and send it to you guys and we can work on emails until

1:17:17 it gets

1:17:18 finalized right before it I don’t think there’s any substantial

1:17:21 changes that we

1:17:22 have beyond just adding a couple of his regular duties that he

1:17:25 has specific to

1:17:26 provide and then also negating what you guys have already said

1:17:30 and adding the

1:17:31 five-point scale not observed in the feedback portion I think we’re

1:17:34 okay and

1:17:34 he may not have the exact wording he wants for the agenda I don’t

1:17:37 know but I

1:17:38 would just say let him wordsmithing him it has to come back I

1:17:42 think we can

1:17:43 actually you know all approve it through yes this looks good to

1:17:47 me before it

1:17:48 comes back to the next meeting so that we’re not coming back and

1:17:50 making any

1:17:51 kind of conversations it’s just if that was your concern miss

1:17:53 Campbell yeah no

1:17:54 no I’m fine I I did I found it in Polk Paul but it was under

1:17:58 suggested evidence

1:17:59 and artifacts rather than as an item if you do a search for

1:18:03 agenda ensuring

1:18:04 legal compliance agenda items I think that’s what you do but we

1:18:07 move it into

1:18:08 an item rather than evidence yeah okay that’s a critical piece

1:18:12 that should be

1:18:13 yes we’d love to see that little place where it says legal

1:18:16 review check that

1:18:17 you you checked it makes us feel better about it okay are you

1:18:24 comfortable with

1:18:24 this tool I mean I obviously this is this impacts you so are you

1:18:27 comfortable

1:18:27 with us I think all of them are fine they’ll get the job done

1:18:32 okay okay

1:18:34 bored did you have anything else that you wanted to speak about

1:18:38 further to

1:18:39 discuss great job on getting it through yeah so to 215 we can

1:18:43 make the was it

1:18:44 three or three thirty that they have lunch coming for us I think

1:18:46 I saw there

1:18:47 was an email we’ve got time to sign up for go gold we do can you

1:18:51 did yeah we’re

1:18:52 good are you gonna sign Paul are you gonna sign up your your dog

1:18:56 this time

1:18:57 since that’s where you get all your with that no other issues

1:19:06 thank you

1:19:27 you
